On January 30, the Myanmar police handed over to the public security organs in accordance with the law, Bai Socheng, Bai Yingcang, Wei Huairen, Liu Zhengxiang, Liu Zhengmao, and Xu Laofa, six important leaders of the Kokang wire fraud criminal group in northern Myanmar, and four other major criminal suspects. That night, as a chartered flight of China's civil aviation landed at Changshui Airport in Kunming, Yunnan Province, 10 major criminal suspects handed over by the Burmese side were successfully escorted back to China by our public security organs. This operation is another landmark and major achievement of international police and law enforcement cooperation between China and Myanmar, which fully demonstrates the firm determination and strong will of the two countries to jointly crack down on transnational telecommunications network fraud and jointly maintain security, stability and order.

For a long time, a number of criminal groups in the Kokang Autonomous Region of northern Myanmar, headed by Bai Socheng, Wei Huairen, Liu Zhengxiang, Xu Laofa, etc., have wantonly organized and opened fraud dens, openly armed to protect fraud, and frantically carried out telecommunications network fraud against Chinese citizens, with huge amounts of fraud, and at the same time suspected of intentional homicide, intentional injury, illegal detention and other serious violent crimes, the circumstances of the crime are extremely heinous, the social harm is extremely serious, and the people are deeply disgusted. On the basis of grasping the relevant facts and evidence of the crime, on December 10, 2023, our public security organs issued a public reward for Bai Suocheng and 10 other important leaders of the telecommunications network fraud criminal group in the Kokang Autonomous Region of Northern Myanmar. With the strong support of the Ministry of Foreign Affairs and the Chinese Embassy in Myanmar, the Ministry of Public Security sent a working group to Myanmar to carry out international police and law enforcement cooperation. Subsequently, the Burmese police successively arrested six criminal suspects, Bai Suocheng, Bai Yingcang, Wei Huairen, Liu Zhengxiang, Liu Zhengmao, and Xu Laofa, who were publicly wanted by our public security organs, and four criminal suspects, Bai Yinglan, Wei Rong, Wei Qingsong, and Liu Jiguang, were at large. On 30 January, the Burmese police decided to hand over the six criminal suspects who had been brought into the case, as well as four other major criminal suspects who had been notified to them by the Chinese public security organs in the early stage. On the same day, the Ministry of Public Security organized the police of Yunnan public security organs to go to Myanmar to carry out a charter flight escort mission, and successfully escorted the relevant criminal suspects back to China.

The relevant person in charge of the public security organs said that in order to resolutely and completely eradicate the "cancer" of telecommunications network fraud crimes involving China in northern Myanmar, the Ministry of Public Security and the Myanmar police continue to carry out law enforcement and security cooperation, and the Yunnan public security organs continue to deepen border police law enforcement cooperation with relevant local law enforcement departments in Myanmar. There are 171 leaders and backbone members of the organization, and 2,908 fugitives on the Internet, which has effectively dealt a blow to the arrogance of overseas fraud syndicates, and has achieved historic and important results in the crackdown work. The public security organs will always maintain a high-pressure posture of cracking down on such crimes, continue to deepen international law enforcement cooperation, continue to arrest important leaders of telecommunications network fraud criminal groups, promote special crackdown actions in depth, resolutely safeguard the safety of people's lives and property, and earnestly maintain border security and stability.
