　　1. Adhere to the party's leadership and shoulder political responsibility

　　The Party's leadership is the soul of the socialist rule of law with Chinese characteristics, and it is also the fundamental guarantee for the construction of a rule of law government. Tongliao City adheres to the party's overall leadership throughout the construction of a rule of law government, and actively fulfills the main responsibility for the construction of a rule of law government. With theoretical study as the starting point, we will fully implement the "first issue" system, and continuously improve the ability to use rule of law thinking and rule of law methods to solve problems.

With the implementation of responsibility as a guarantee, strictly implement the responsibility of the first person responsible for the establishment of the rule of law, create a positive atmosphere in which the "number one leader" takes the lead, the "one game of chess" linkage, and the "one ruler" evaluation, and builds a work pattern for the establishment of a rule of law government with "party committee leadership, people's congress supervision, government responsibility, CPPCC participation, and division of labor and cooperation among all departments".

Strive to build a law-abiding and creditworthy government, carry out actions to tackle key problems in the establishment of a creditworthy government, and comprehensively strengthen the establishment of creditworthiness in government affairs in five areas: performance of commitments, fulfillment of accounts, special supervision, establishment of creditworthiness for civil servants, and openness in government affairs.
