In the early morning of January 31, 2024, according to Vietnamese media 24-hour news network reports, a group of Vietnamese lured a Chinese to the Sino-Vietnamese border, kidnapped him by violent means, and then blackmailed his family, claiming to pay a ransom of 240 million VND (equivalent to about 72,000 yuan) before releasing him, and the extortion was successful.

According to an investigation by the Criminal Police Brigade of the Cao Bang Provincial Public Security Department in Vietnam, on January 13, Phạm Hữu Khoan (Pham Huu Kuan, born in 1998, living in Chaling Town, Chongqing County, Cao Bang City, Cao Bang Province) planned to lure Chinese citizen Huang (born in 1999, living in Long Bang Town, Jingxi City, Baise City, Guangxi Autonomous Region) to the boundary of Gushi Village, Guanghan Township, Chongqing County, Gao Ping City, Gao Ping Province, and then kidnapped Huang to extort money. Therefore, the two had a debt dispute.

Because of a weak person, Fan Youkuan was able to successfully kidnap Huang, so he invited 10 other friends to join the kidnapping team planned by him, and they communicated with each other through social software.

When Fan Youkuan lured Huang to the Vietnam-China border area, 10 of Fan Youkuan's teammates attacked at the same time, surrounded and punched and kicked the Chinese man Huang, and then kidnapped him to an uninhabited house in Bankun Village, Chaling Town, Chongqing County (Vietnam).

In this house, Pham Huu Kuan asked Huang to call his family and ask him to pay a ransom of 240 million VND, and release him after the money arrived.

After receiving the ransom, on January 14, Fan Youkuan and others let Huang return to China. After Huang returned home, he rushed to the local public security organ to report to the police.

After the police in Cao Bang province of Vietnam received a notification from the police in Guangxi, China, the unit immediately launched an investigation.

According to the evidence collected, on January 25, the Cao Bang Provincial Criminal Police Bureau arrested 11 suspects, including Pham Huu Kuan, on charges of kidnapping for ransom.

Regarding this case, at present, the Cao Bang Provincial Police are conducting further investigations and handling it in accordance with procedures and laws.
