In recent years, Longhua District, which was born as a result of reform, has always kept in mind the important mission of breaking problems and exploring the way for the city's reform and development, adhered to the problem-oriented, goal-oriented, and result-oriented planning and deployment of reform work, and promoted the reform in various fields with comprehensive efforts and bright spots.
In 2020, Longhua District took the lead in exploring digital transformation and reform in the country, innovating and building the "Longhua Model" of digital economy that is "manufacturing-oriented, two-way empowerment, model demonstration, and factor aggregation"; The "Longhua model" of stock land development in high-density built-up areas of super-large cities can be promoted.

There are many bright spots in the reform of key areas. As the only case in the city, the working method of "multi-tone linkage and intelligent dispute resolution" was selected as an advanced model of the "Fengqiao Experience" in the new era of the country; the first 10th anniversary exhibition of comprehensively deepening reform in the province was held at a high level; the district international cooperation center was completed and put into use, becoming a comprehensive international exchange and cooperation platform with the largest area, the most complete content, the most functions and the widest range of service objects in the city; a high-level global investment conference was held, and 60 projects were signed. From January to November 2023, the total import and export value will be about 492.5 billion yuan, an increase of 3.3%.
Comprehensively deepen reform and move towards depth. 36 key reforms and 20 micro-reforms were planned and launched, 16 of which were commended or promoted at the national and provincial levels, and the construction experience of "i Longhua" was rated as an excellent innovation case of national and provincial digital government government services, and the two reforms of the service model of benefiting the people and the reform experience of global digital transformation of "Medical and Political Communication" and "Precise Office" were rated as national typical cases.
The door to foreign exchanges and cooperation is open. It has reached cooperation intentions with the United Nations Development Programme (UNDP) and signed strategic cooperation agreements with Macau University of Science and Technology and Hong Kong University of Science and Technology. Successfully held the Shenzhen-Milan Twin Cities Fashion Exchange Event and the Shenzhen-Hong Kong-Macao Youth Growth Summit. More than 470 scientific and technological innovation projects have been recruited by the "International Pass", and the Minzhi International Block has been awarded the first batch of "International Demonstration Blocks" and "International Business Exchange Characteristic Blocks" in Shenzhen, and the Guanlan International Block has been awarded the first batch of "International Commercial and Cultural Tourism Characteristic Blocks" in Shenzhen.

Closely follow the reform deployment of the superiors, plan a number of original and leading reforms, take the initiative to connect with the second batch of Shenzhen's comprehensive reform pilot list, launch a number of independent reform projects with higher gold content, and strive to incorporate Longhua's practices into the city's reform strategy; Focusing on key reform areas, we will continue to deepen the reform of the core area of the digital economy, the innovative development of the low-altitude economy, the marketization of factors, the private economy and other fields, deepen the reform of state-owned assets and state-owned enterprises, and deepen the reform of people's livelihood fields such as education degrees, medical and health care, labor disputes, housing security, and traffic safety. Create a strong atmosphere for reform, innovate reform planning, reform research, reform evaluation, reform consultation, reform supervision and other working mechanisms, and enhance the influence and recognition of reform.
When planning the key work in 2024, the government work report proposed that "it is necessary to accelerate the activation of the 'three major driving forces' and take the lead in promoting reform, opening up and innovative development".
