Scientific and technological innovation is the core driving force for the development of a modern industrial system. In today's information age, the transmission and interaction of information is essential for the normal operation of various fields, and highly reliable communication is the key to ensure the stability, security and efficiency of information transmission. The research on high-reliability communication provides a theoretical basis and technical support for the construction of a high-security and high-reliability communication system in the mainland, and provides the ultimate communication guarantee for national security.
As a member of the Chinese People's Political Consultative Conference (CPPCC), I will continue to devote myself to the research and innovation of high-reliability communication technology, and contribute to the construction of a high-security and high-reliability communication system in the mainland. At the same time, I will actively promote industry-university-research cooperation, strengthen communication and collaboration with the government, enterprises, universities and research institutions, and jointly promote scientific and technological innovation and industrial development in Shaanxi Province and even the whole country. As a teacher at Xidian, I am well aware that I am shouldering the important responsibility of cultivating the country's future scientific and technological talents. I will always adhere to the talent training concept of "rooted in the red spirit and led by the needs of national defense", combine national defense education with teaching and scientific research, guide students to establish the ambition of serving the country through scientific research, use the red gene as a beacon to illuminate the way forward for students, and take scientific and technological innovation as the engine to promote students to climb the peak of science and technology, and inject more hard scientific and technological power into the land of Sanqin.

As a member of the Chinese People's Political Consultative Conference (CPPCC), I visited government agencies, schools and enterprises in Xi'an, Xianyang, Baoji, Guangdong and other places, and did a lot of in-depth and detailed research work. In the process of investigation, everyone brainstormed, carefully studied and actively discussed, formed a unified research report and focused on reflecting the problems, and each research report was valued and fed back by the relevant units. In this process, I realized the importance and necessity of the CPPCC as a state organ participating in and discussing state affairs for national governance.
As a science and technology worker, I used to think that doing my job well is doing my duty. After becoming a member of the Provincial Committee of the Chinese People's Political Consultative Conference, I realized that I should spend more time and energy to contribute to the development of the country, the management of the government and the progress of the industry.
This year, I have three proposals: excavating scientific and technological resources, creating a "Xi'an model", and actively building Xi'an as a "dual-center" city, giving full play to the advantages of science and technology, optimizing the industrial layout, striving to be the vanguard of the "low-altitude economy" and activating tourism resources, and creating the "Han and Tang Dynasty Costume Culture Festival" to create a new IP of Xi'an. In the new year, I will base myself on my own industry position, pay more attention to the growth and development of technology enterprises, actively make suggestions, and put forward more in-depth and high-quality opinions and suggestions.
Accelerate the optimization and integration of provincial agriculture-related state-owned enterprises

Shaanxi Province urgently needs a strong carrier to integrate the province's agriculture-related resources, form a joint force, concentrate superior forces to provide driving and service functions for the development of agriculture in the province, and provide a comprehensive service platform for farmers, private enterprises and cooperatives in rural revitalization. I suggest that we should promote the optimization and integration of provincial agriculture-related state-owned enterprises, strengthen the integration of resources, better undertake the strategic tasks assigned by the provincial party committee and the provincial government, and give full play to the supporting role of state-owned enterprises in the implementation of the rural revitalization strategy.
As of the end of 2022, the planting area and output of apples and kiwifruit ranked first in the country. At the same time, the grain self-sufficiency rate of our province is not sufficient, the spatial and temporal distribution of grain resources is uneven, the regional dislocation of supply and demand, and the lack of food resource security and service capacity have become the key factors restricting the economic and social development of our province. The reorganization and integration of provincial agriculture-related enterprises is an important measure to implement the requirements of the reform of state-owned assets and state-owned enterprises, which is conducive to improving the whole industrial chain of agricultural resources, integrated operation, and coordinated promotion of plates, giving full play to the advantages of scale, enhancing the integration ability and industry status of the agricultural industry, building a leading enterprise in agricultural industrialization, forming an agricultural industrial cluster, and leading the high-quality development of the province's agricultural industry.
Efforts should be made to optimize the strategic industrial layout of electronic information

Shaanxi is a major province of science and education, and has an innate advantage in educational resources in the field of electronic information industry. Aviation, aerospace, weapons, electrical science and other military industrial groups have set up important scientific research institutions in Shaanxi, forming a layout of advantageous industries.
I suggest that we should focus on the scientific and technological resources of our province, stimulate the innovation vitality of scientific researchers, encourage and activate the passion for innovation and entrepreneurship in the field of electronic information, give full play to the advantages of scientific research in Shaanxi, integrate scientific research resources, seize major opportunities, and promote project construction. Prepare to build a national laboratory with the theme of electronic information, and form a large-scale industrial cluster in the field of electronic information with industrial scale and in line with national strategic needs. Efforts should be made to enhance the innovation of the electronic information industry in our province and promote the high-quality development of the electronic information industry.
In addition, we should also strengthen cooperation and exchanges with the electronic information industry at home and abroad, introduce advanced technology and management experience, and enhance the international competitiveness of the electronic information industry in our province. At the same time, the government should increase support for the electronic information industry, formulate more preferential tax policies and financial support policies, and provide a strong guarantee for the development of the industry.
Further strengthen support for basic research in Shaanxi

As a member of the committee engaged in scientific research, I made a proposal on "strengthening basic research in Shaanxi Province and establishing a joint fund of the National Natural Science Foundation of China" through research. It is proposed to set up a joint fund between Shaanxi Province and the National Natural Science Foundation of China, mainly to support basic research and applied basic research, focusing on supporting the province's advantageous disciplines and strategic emerging industries, such as energy and chemical industry, equipment manufacturing, electronic information, biomedicine, etc.
In addition, in order to promote the development of cross-border e-commerce in countries and regions along the "Belt and Road", a proposal was made on the establishment of a "Belt and Road" e-commerce talent training base in Shaanxi Province. With the advancement of the "Belt and Road" initiative, cross-border e-commerce has gradually become an important way of trade between countries and regions along the Belt and Road, based on the increasingly perfect digital infrastructure construction. Through the establishment of the "Belt and Road" e-commerce talent training base in Shaanxi Province, high-quality cross-border e-commerce talents will be cultivated, and strong talent support will be provided for promoting the implementation of the "Belt and Road" initiative and the development of cross-border e-commerce.
In the new year, I will further fulfill my responsibilities as a committee member, continue to pay attention to the hot and difficult issues in the field of science and technology education in our province, put forward practical countermeasures and suggestions, and contribute to the development of science and technology education in the province.
