In July, Mr. Chen, who runs a fruit and vegetable business in Qiaotou, received a phone call saying that Mr. Chen's annual report was about to be taken out of review and that he would face a fine. Subsequently, according to the guidance of the other party, Mr. Chen paid an annual report filing fee of 198 yuan on a small program called "Annual Report Management of Self-employed Merchants". Afterwards, he found out that he had filed an annual report in the first half of the year and had a declaration record, and called the police after realizing that he had been deceived.
After confirmation, there is no handling fee for the annual inspection of individual industrial and commercial business licenses. At the same time, the police found that there were many victims like Mr. Chen in Cixi.
In order to further escort the development of enterprises and optimize the business environment, the Cixi Public Security Bureau dug deep into these cases and found through online investigation that there were a number of fraud dens in the name of "annual reports of individual industrial and commercial households" in Weifang, Qingdao, Jining and other places in Shandong.
The police investigation found that the organizational structure of these gangs was clear, the office location chosen was very hidden, and there were special people in the gang who purchased the information of individual industrial and commercial households from illegal channels, and then the salesman made a phone call through the script template to commit fraud.
From November 2 to November 4, the Cixi police, together with the Shandong police, dispatched more than 300 police forces to carry out a centralized network collection operation against these "annual report fraud" gangs. After interrogation, Fang, Yuan and others confessed that since their establishment in June this year, they have defrauded more than 6,000 cases, and the amount involved is as high as more than 200 yuan.
At present, the Cixi public security has arrested a total of 135 criminal suspects headed by Fang and Yuan, adopted 103 criminal coercive measures, seized more than 300 computers, mobile phones and other electronic devices for committing crimes, and achieved a full-chain crackdown on the leaders, backbones, members, and black and gray industry links of the fraud gang, and the case is still under further investigation.
