After visiting some township express stations in Jiuquan City, the reporter found that with the continuous improvement of the county, township and village three-level mail and logistics system, the expansion and upgrading of service outlets, the orderly development of "smart light strip" pick-up, door-to-door pick-up and other businesses, the effective use of terminal service network resources, and the continuous improvement of the rural people's sense of experience and gain.
Rural express stations have black technology
At the express station in Shangba Town, Suzhou District, the shelves of a store of nearly 100 square meters are neatly arranged, and each package is hung with a "smart light bar". The masses who come to pick up the parcel only need to scan the code, the light sign is lit up, and the pickup can be completed in less than half a minute, and the whole process is efficient and convenient.
"Now the pickup is very efficient and there are no more queues. Xue Wanfeng, a villager from Shanghong Village, Shangba Town, who was picking up the mail, was full of praise for the practice of the express station to invest in the "smart light bar".
Since the beginning of this year, the Jiuquan Postal Administration has continuously promoted the expansion and upgrading of the county-level co-distribution center and the expansion of the functions of the village-level mail and logistics comprehensive service station in accordance with the model of "county-level unified warehouse sorting + township co-distribution", so as to make the urban and rural distribution system more efficient and perfect. By vigorously promoting the standardization of outlets, 15 township outlets in Suzhou District are equipped with "smart light strips", guns and other facilities and equipment, truly building a mail and logistics network with districts and towns, towns and villages, and building a three-level mail and logistics system with intensive sharing, intelligent and efficient, and two-way circulation, shortening the parcel receiving time of rural people by 0.5 days to 1 day.
At present, Suzhou District has built 2 district-level co-distribution centers, 12 town-level co-distribution centers and 109 village-level mail and logistics comprehensive convenience service stations relying on key townships and towns, and 9 express delivery brands (excluding postal) express delivery into the village with a rate of 98.39%.
Co-ordinate resources and improve the efficiency of collection and distribution
"Recently, there have been more customers mailing beef and mutton and other New Year's goods, and I can collect seven or eight large items every day. For the elderly with inconvenient legs and feet, I will try my best to collect the mail at the door to provide convenience for everyone. Cui Shenglu, head of China Post Express Station in Fengle Town, Suzhou District, said that in the past two years, with the growth of rural people's income, the volume of express delivery business has increased significantly. In order to provide convenient conditions for the majority of villagers, the village has set up a public welfare post for logistics sending and receiving, and the post station has achieved a double improvement in the efficiency of collection and delivery while reducing costs through "express mail cooperation" and passenger and freight mail mode.
The Jiuquan Municipal Postal Administration actively coordinated with the Jiuquan Municipal Transportation Bureau to coordinate the rural passenger fuel price subsidy fund of 2.569 million yuan to support the high-quality development of rural passengers, goods and mail. Promote the city and county levels of transportation, finance and other departments to make overall plans to make good use of financial funds, support the construction of passenger and freight mail stations, postal and express terminal outlets and other infrastructure. Suzhou District has provided a total of 600,000 yuan of subsidy funds for postal enterprises to promote the integrated development of passengers, goods and mail.
Suzhou District issued the "Implementation Plan for the Establishment of Village-level Mail and Logistics Public Welfare Posts to Help the Development of Rural Industries", clarifying that 109 administrative villages except urban villages will set up one village-level mail and logistics public welfare post to achieve full coverage of mail and logistics services in 122 administrative villages and support the effective operation of the rural mail and logistics system.
Suzhou District Tongda express delivery enterprises through the registration of a third-party company, the adoption of group cooperation, centralized sorting, joint distribution, site sharing, etc., on the original basis of each piece to increase the delivery fee of 0.2 yuan to 0.25 yuan, by the township outlets responsible for their own village-level sites or delivery to the village-level mail and logistics integrated service station. So far, an average of 350,000 parcels have been delivered to rural areas through co-distribution, which has realized the cost reduction and efficiency increase of express delivery enterprises and improved the quality and efficiency of express delivery into villages.
Integrated development of passengers, goods and mail
Focusing on rural revitalization, based on the needs of the masses and relying on resource endowments, Jiuquan Postal Administration has vigorously promoted the integrated development of rural passengers, goods and mail.
So far, the city's passenger and freight mail projects have invested a total of 1.385 million yuan, built 148 town-level and village-level passenger, freight and mail comprehensive service stations, opened 21 lines, and transported 3,700 express mail on behalf of the city per day, with a total of more than 150 million pieces. The express delivery rate of more than 4 express brands (excluding postal services) in the city has increased to 99%, the delivery cost has been reduced from 0.78 yuan to 0.43 yuan per piece, the cumulative cost savings of mail and delivery enterprises have been 525,000 yuan, and the logistics express income of passenger transport enterprises has increased by 344,700 yuan, achieving mutual benefit and win-win results.
The integration of passengers, goods and mail has pressed the acceleration button for express delivery to the countryside and villages, and the sales of agricultural and sideline products. Since 2023, the city's passenger shuttle buses have transported more than 60,000 kilograms and 107,000 pieces of special agricultural products such as beef and mutton, melons and fruits out of the village, with sales of 5.696 million yuan, an increase of 20% over the previous year, which not only realizes the cost reduction and efficiency increase of postal express and passenger transport enterprises, but also brings benefits to the majority of farmers.
