At the end of May and the beginning of June, two seemingly ordinary study and inspection visits by the municipal party and government delegation caused an unexpected shock to the city of Huainan.
Strong leaps, Hefei model, Chuzhou speed, touched the nerves of the members of the delegation.
It is shock, it is admiration, it is pressure, it is vigilance!
The pacesetters are running fast and the pursuing soldiers have overtaken. Huainan must re-examine the land under our feet and re-examine ourselves!

The times make heroes, and the heroes create the times. When the change comes and the track changes, who can recognize the changes and change, who can be one step ahead, one shot faster, and plant new advantages, who can create a "highlight moment" that makes the outside world look at.
The same is true of Hefei. In 2020, Hefei's GDP exceeded the trillion yuan mark, reaching 1,004.572 billion yuan, ranking among the "new frontline". During the "13th Five-Year Plan" period, Hefei's GDP spanned 400 billion steps in a row; if the time span is extended, Hefei's GDP has only taken 14 years from 100 billion to trillion, which is the "Hefei speed". Faster than "Hefei Speed" is "Hefei Industrial Speed". In 2005, Hefei proposed to establish an industrial city, take the road of new industrialization, and explore advantageous industries. In 2006, Hefei industry stepped into the "100 billion club", and in only 10 years, Hefei's total industrial output value moved from 100 billion to trillion.
Chuzhou is also performing a miracle. Playing the "Nanjing Card" and taking "integration" as the direction: joining the Nanjing Metropolitan Circle in 2002; proposing "integration into the Yangtze River Delta" in 2003; implementing the "Eastward Development" strategy in 2005; and joining the former Hefei Economic Circle in 2013. Play a good "investment chess", take "integration" as the party: since 2018, only Chuzhou Zhongxin Suzhou Modern Industrial Park has introduced and put into production more than 110 projects, of which 70% are from the Yangtze River Delta region. The Sino-Singapore Suzhou High-tech Industrial Development Zone has also been used by Suzhou as an enclave for global investment, and the park has 24 listed companies investing in the park and two fortune-owning 500 investment enterprises. "Rong" out of the development of a new atmosphere: from 2010 to 2019, GDP rose by 89 places in the country, ranking first among the top 100 cities in the country, sitting firmly in the "third city" of Anhui for two consecutive years, becoming a dark horse in Anhui.

Looking at the national territory - Huainan is one of the first batch of "larger cities" approved by the State Council in 1984, and was once an important industrial city with a strong development tide and a decisive position. Today, compared with the first batch of 13 larger cities: Chongqing was upgraded to a municipality directly under the central government, Dalian and Qingdao were also upgraded to sub-provincial cities; Wuxi achieved a GDP of 1,237.048 billion yuan in 2020, which is nearly 10 times that of our city; Tangshan City achieved a GDP of 721.09 billion yuan in 2020, more than 5 times that of our city.
Look at the pattern of the province - if Hefei occupies the geographical advantage of the provincial capital city, compared with Chuzhou, Huainan seems to be a few beats slower. In 2010, the total GDP of the city was 60.3 billion yuan, 9.22 billion yuan less than that of Chuzhou; by 2020, the total GDP of Chuzhou reached 303.210 billion yuan, and the total GDP of Huainan was 133.720 billion yuan. Huainan is 169.49 billion yuan less than Chuzhou, and Chuzhou is already more than twice as large as Huainan. Or, in other words, in the 10 years from 2010 to 2020, the total GDP of Chuzhou is equivalent to recreating a Huainan.
Cities that were once inferior have gaps and gradually fall behind. Compared with the original larger cities, Huainan has less pride; compared with the sister cities in the province, Huainan has more imminent pressure, standing on the track of a new round of regional competition, Huainan can not help but ponder.
Asking Huainan about the speed and looking for the development gap, every party member and cadre with a sense of responsibility should not "hide the disease and avoid medical treatment": why are we slow.
Compared with Hefei and Chuzhou, the reason why there is a gap between Huainan and Hefei and Chuzhou is that there are subjective and objective factors such as political and ecological damage, factor constraints, and insufficient investment, but the gap reflected in people's subjective degree of ideological emancipation is an essential factor.

Huainan rises because of coal, prospers because of coal, and is trapped because of coal. In particular, the major strategic decision of the Party Central Committee to strive to achieve carbon peak by 2030 and carbon neutrality by 2060 is profoundly guiding the economic trend and industrial trend, adjusting and optimizing the industrial structure and energy structure, promoting coal consumption to peak as soon as possible, and vigorously developing new energy, which is an inevitable trend of economic and social development at present and for a period of time to come.
However, at present, there are still some party members and cadres in Huainan who cannot get rid of the old routine and the old fixed trend, whose thinking is limited to resources, whose development depends on resources, and who are too resources to advance backwards, and once the coal power situation improves, they will leave the transformation and development behind.

——Find gaps in the standard, because of the weakening of the sense of seizing opportunities and active cooperation, Huainan "slows down a few beats".
The inspection point presents advanced experience and outstanding achievements, but it cannot show the usual struggle process. The development achievements of Hefei and Chuzhou have never been a momentary burst of passion and an instantaneous flash of inspiration, but a continuous accumulation process from quantitative change to qualitative change.
Through study and investigation, summarizing a series of road numbers behind the creation of the "Hefei model" and "Chuzhou speed", it is not difficult for us to find that seizing various policy opportunities and actively integrating into the national strategy is the logic that they have been following across development.
Industrial development, transportation first. Striving for a high-speed railway along the river to set up a station in Chuzhou is a typical case.
After learning about the planning of the high-speed rail along the river, Chuzhou immediately realized that this was the only opportunity to solve the problem of no direct high-speed rail between Chuzhou and the provincial capital Hefei in the short term and build a high-speed rail hub in Chuzhou in the long run. Chuzhou immediately took action, and the main leaders and relevant leaders of the city ran 6 times a month to Beijing. The number of times to go, the railway system from the beginning of the incomprehension to be moved, to take the initiative to help refine and optimize the program. With a strong drill, Chuzhou has done the work of all those who disagree. In the end, the plan of the high-speed railway along the river from Hefei to Chuzhou to Nanjing North, and the plan to merge at Chuzhou Station of the Beijing-Shanghai High-Speed Railway and add Dashu Station in Quanjiao was settled. Chuzhou has also become the biggest winner, ranking among the only intersection cities of the Beijing-Shanghai high-speed railway and the high-speed railway along the river, two major arteries of north-south east-west transportation in China.

Look at Huainan again. On November 2, 2007, Huainan proposed for the first time the "integration of Huaihuai and Huainan", and on December 26, the Framework Agreement on Strengthening Regional Cooperation between Hefei and Huainan was formally signed with Hefei. After that, in the process of integrating into the Hefei metropolitan area, Huainan was worried about the siphon effect and the pressure of competition while worrying about the direction of his heart.

However, in the face of the reality of the weakening of the first-mover advantage, some party members and cadres in Huainan do not reflect on the fundamental reasons for the departure of enterprises, but they have complained about the siphon of the central city, and are afraid of "black under the lights" around the central city, always complaining about the sky, confused and afraid of difficulties, lacking confidence and morale. The "complaining" mentality makes endogenous motivation insufficient, and it is not known that "if I bloom, the butterflies will come.".

Reform has always crossed the river by feeling the stones. Over the past few years, many "firsts" in Hefei and Chuzhou have first been "created" by cadres and the masses who have been criticized, pressured, and risked.
Look at Hefei first, adhere to the optimization of industrial structure, and make the real economy bigger and stronger. On the Internet, there have been three "big bets" in Hefei praised by the media: the first time was in 2007, taking out one-third of the city's financial gambling panel, investing in BOE, and earning more than 10 billion yuan; the second time was in 2011, taking out more than 10 billion yuan to bet on semiconductors, investing in Changxin and Gigabit Innovation, and the listing was estimated to float more than 100 billion yuan; the third time was in 2019, taking out 10 billion yuan to bet on new energy, investing in Weilai, and the result was that Volkswagen's new energy section settled in Hefei. Cities have given birth to new industries, and new industries have reshaped cities. When a number of emerging industries become the new momentum leading development, the resonance between the industry and the city has spawned the "Hefei model".
During the study tour, we learned that the "gamble" in the eyes of outsiders is actually the inevitable path for Hefei to follow the industrial development of "filling vacancies on demand".
Take the new display industry as an example. At present, the scale of Hefei panel production line ranks first in the world, and the LCD panel shipping area accounts for about 10% of the world. In Hefei, a world-class new display industry cluster has been built.
I could have imagined that the origin of this huge industrial cluster stemmed from the pain points in the development of Hefei's home appliance industry.
In the high-tech industry, the display screen is jokingly called the "king of burning money". 12 years ago, when BOE was struggling, Hefei promised to invest 80% of its annual fiscal revenue to finalize the Hefei BOE 6th generation line project. Under the catalysis of the "Hefei model", the local home appliance industry and BOE have sparked brilliant sparks. BOE solved the pain of Hefei home appliances "less screen", so that Hefei finally stood on the commanding heights of the global flat panel display industry; Hefei boosted BOE to become an international display industry leading enterprise step by step.
The home appliance industry lacks screens, and the display industry is introduced; the screen problem is solved, and the driver chip still relies on imports, so Hefei lays out the integrated circuit industry. From the perspective of industrial economics and regional economy, the introduction of these industrial leaders is in line with the characteristics of Hefei's own industries, with upstream and downstream linkage effects, and the formation of industrial agglomeration effects. What is missing will be made up, Hefei introduced leading projects, and finally the industry into a chain, a group.

Speaking of Chuzhou, integrated into the Nanjing metropolitan circle and into the Yangtze River Delta urban agglomeration, Chuzhou's determination even exceeds that of Zhenjiang and Yangzhou. At that time, when the cities in Jiangsu Province were still hesitating whether to build a subway to reach Nanjing, Chuzhou tightened its belt and built the subway to Nanjing, and the subway operation also fully cooperated with Nanjing. Huainan's development is already at a very critical time, in addition to catching up, do we still have a way to retreat?
Huainan has no way to retreat, only to face up to the gap and catch up!
An era has an era's mission, and a generation has a generation's responsibility. The road uphill is the most difficult to walk, but no matter how difficult the road is, it must be taken, and only by emancipating the mind, renewing concepts, facing difficulties, and catching up, can we rise up!
The key to catching up is to emancipate the mind, renew concepts, and solve problems.
Benchmarking advanced is to update concepts, reflect on deficiencies, and take fewer detours.

No question xidong, why can Chuzhou?
First, the context
In 618, the Tang Dynasty was founded.
A year later, in 619, King Luobin was born. More than ten years later, Lu Zhaolin was born. More than ten years later, in 650, Wang Bo and Yang Jiong were born in the same year. These four people are the four brightest stars in the poetry of the early Tang Dynasty. That is, the well-known "Four Masters of the Early Tang Dynasty".
Among the "Four Masters of the Early Tang Dynasty", the most inconspicuous is Lu Zhaolin, in his famous work "Chang'an Ancient Yi", he rendered Chang'an, and at the end, he wrote:
The scenery of the festival does not treat each other, and the kuwata bihai must be changed.
In the past, the Golden Steps White Jade Hall, that is, now only qingsong is there.

The "Four Masters of the Early Tang Dynasty" opened the tang dynasty's enduring poetry festival.
Later, the "Pastoral School" appeared.
In the fourth year of the Tang Dynasty, in the summer of 783, he served as a member of the Shangshubi department wailang in the capital Chang'an (this official position reads awkwardly, probably the later punishment member wailang. Wei Yingwu, roughly equivalent to the current deputy director of the Ministry of Justice), was released from the capital and changed to Chuzhou Assassin History. In the autumn, Wei Yingwu arrived in Ren Chuzhou.
In Chuzhou, Wei Yingwu wrote his famous work "Chuzhou Xijian":
The lonely grass is born on the side of the stream, and there are yellow orioles on the deep tree song.
The spring tide brings rain to the evening, and the wild ferry has no one to cross itself.
Because of Wei Yingwu's "Chuzhou Xijian", Chuzhou began to be gradually known. Wei Yingwu also wore the laurel of the representative poet of the Tang Dynasty Landscape Pastoral School because of this poem, and posterity called it "Wang Mengwei Liu".
Chuzhou, thus began to enter people's vision.
More than 260 years later, in 1045 AD, in the fifth year of the Reign of Emperor Renzong of Song, Fan Zhongyan, a counselor and governor (equivalent to a deputy prime minister), was slandered and resigned, and Fan Zhongyan's good friend, Ouyang Xiuyi, who was also an official of the same dynasty, spoke up, wrote to defend them, and was demoted to Chuzhou, which is known as Taishou.
As you know, during his tenure as Taishou in Chuzhou, Ouyang Xiu wrote the famous passage "The Record of drunken Pavilion" that has been passed down through the ages.

If Wei Yingwu's "Chuzhou Xijian" made Chuzhou a little famous; there is no doubt that Ouyang Xiu's "Drunken Pavilion" made Chuzhou famous and enduring.
If you look west from Chuzhou, another place of wensheng, Huainan, is no less impressive in terms of context. It can even be said that there is more than enough.
In the fourth year of Han Gaozu,i.e., in 203 BC, Gaozu Liu Bang divided the title of Yinghao,appointed Yingbu as the King of Huainan,the first state of Huainan,duliu (present-day Lu'an)," with jurisdiction over the four counties of Jiujiang, Lujiang, Hengshan, and Yuzhang.
Huainan, as a place name, was born from then on!

In 164 BC, Liu Chang, the second king of Huainan, died in exile and reigned for 22 years. After Liu Chang's death, the position of King of Huainan was vacant for 10 years, and Emperor Xiaowen of Han was very troubled by this, and it was difficult to find a suitable candidate, because he was scared by the rebellion of the previous two kings of Huainan. Finally, Emperor Xiaowen of Han came up with a clever move, dividing the Huainan Kingdom into three, namely huainan, Hengshan, and Lujiang, and the land area was greatly reduced and the strength was greatly weakened. It turns out that Emperor Xiaowen of Han also thought wrong. In 122 BC, liu an, the third king of Huainan, intended to rebel, was arrested and committed suicide, and served in the position of king of Huainan for 42 years, the longest of the three kings of Huainan. Emperor Wu of Han, in a fit of rage, canceled the Huainan state number. From the time Emperor Gaozu first established the State of Huainan, to emperor Wu's cancellation of the State of Huainan, 81 years before and after.
However, Liu An's huge work "HuainanZi" has become a book of ancient wonders.
Not only that, Liu An also invented tofu. Bagongshan has thus become the source of tofu in the world.
In fact, "Huainanzi" is the last song of a hundred schools of thought in Chinese history. Because, soon after Liu An presented the Huainan Zi to Emperor Wu of Han, Emperor Wu of Han adopted Dong Zhongshu's suggestion and began to "depose a hundred families and respect Confucianism alone", and Chinese society stepped into the river of the era of Confucian thought unification from then on.
Comparing Huainan and Chuzhou from the perspective of history and context, the two cities have many similarities, or can be summarized by the "five ones":

In terms of context, it seems that Huainan and Chuzhou have their own advantages, and it is difficult to say who is better.

The total GDP ranks in the province, from 2005 to the present, for 15 years, Chuzhou has been ranked ahead of Huainan, and far ahead.

In 2005, Chuzhou's total GDP was 32.8 billion yuan, ranking fourth in the province, and Huainan's total GDP was 26.1 billion yuan, ranking 13th in the province. At that time, Chaohu Lake had not yet been withdrawn from the city or assigned to Hefei, and there were 17 provincial cities in the province. Although Huainan is ranked 9th different from Chuzhou in the province, the total GDP difference is only 6.7 billion yuan.
In 2006, 2007, 2008, 2009, Chuzhou's total GDP in the province ranked stable at 5 to 7, Huainan's total GDP in the province has also been stable at 11th, and the total GDP is not much different, taking 2009 as an example, the total GDP difference of 6.8 billion yuan.
