On January 19, 1949, the county seat of Suiping was liberated, and the county patriotic and democratic government immediately moved to the county seat, and the residence was composed of three parts: one was the former Kuomintang county government, the second was the gospel church and its affiliated school, and the third was the personal apartment building of the American missionary (pastor). The gate began to face west, and then changed to south (that is, the location of the original Songshan Hotel).
The Suiping County Party Committee is located in the ancestral hall of the Wei family in the south of Mashenmiao Street, with an organization department, a propaganda department and an office (secretary's office), and Cheng Jianhua, deputy secretary of the county party committee, presided over the work. In March of the same year, the Tongbai Prefectural Committee of the Communist Party of China appointed Li Liangtian as the secretary of the Suiping County Party Committee. Liang Huaping, Minister of Organization, Zhang Xifeng, Minister of Propaganda Department, and Sun Jiansan, Director of Office.
At that time, the county magistrate of the Suiping Patriotic Democratic Government was Wang Jie, the secretary Fang Yi, and the subordinate institutions were:
1. The front headquarters (front branch). The main task is to raise grain (rice and noodles) (silver dollars) and fire smoke (a kind of drug, for the southward army) to support the southward movement of the Siye army, and the director Zhao Mingyi is a disabled soldier with old qualifications (it is said that he participated in the revolution in 1937 and served as a regiment commander).
2. Vault, later renamed Bank. It mainly stores and manages the gold and silver treasures obtained from the war, from the floating wealth confiscated from the landlords' old wealth, and the gold dollar coupons and property left behind by the escape of the Great Smoke Laohai and the Kuomintang Suiping Bank. At that time, our RMB and Zhongzhou tickets were not fully recognized by the masses. Silver dollars and copper plates are circulating in the market, so it is also a task for banks to vigorously promote the yuan. The vault is located on the second and third floors of the American Pastor's Building, and below it is the residence and office of the county magistrate Wang Jie and the secretary Fang Yi. The county magistrate's guards also live here. The director of the treasury first regenerated Yue, and in March of the same year, Zhao Zhufeng was transferred as the director. Soon it was renamed the People's Bank of China.
3. Finance and Food Division. Section Chief Wang Shunjiang and Deputy Section Chief Cong Cong Feng were cadres at that time and had no salary, and the monthly allowance of five dimes could buy a baked cake, mainly in charge of grain and materials (rice and cloth left over from the Kuomintang county government.
4. Business Administration Section. Section Chief Zhao Zhengxing. 5. Judicial Section. Section Chief Li Qianbo. 6. Taxation Bureau. Director Wu Hengxin. 7. Education Section. The section chief was Hou Pinxiu first, and then Shi Zhiren. 8. Post office. Director Zhang Qian. 9. Civil Affairs Section. Section Chief Zhao Xianchang. 10. Trading company. Managers Huang Moumou and Luo Kai. It mainly sells salt and sugar, and later sells tobacco.
11. Public Security Bureau and Public Security Squadron. Director Wang Ruishan, Public Security Squadron Leader Liu Hongshan. After the establishment of the county democratic government, the enemy was strong and we were weak in military strength, and there was a Kuomintang garrison in the southern boundary of the city. In addition to the puppet Henan provincial security forces in Zhumadian, the remnants of the puppet regime in Xiping, Shangcai, and Suiping are concentrated here. Several counterattacks were repulsed. The Public Security Squadron of the Public Security Bureau has the important responsibility of defending the county seat. In particular, after the independent battalion of the Tongbai Military Subdivision withdrew, under the leadership of Wang Ruishan and Liu Hongshan, it not only dealt a blow to the enemy's attack, but also captured alive the puppet Suiping County Magistrate Li Xingchu.
12. Training courses for county cadres. Zhu Xiangji, the person in charge, recruited more than 100 trainees, effectively enriching the county, district, and township political power organs and ensuring the operation of all work.
The county has established 7 district people's governments (township people's governments below the district level, and administrative villages below the township level). The first district is the Chengguan District Government. Li Yuchuan, secretary of the district party committee, Li Jingbo, head of the district, and the second district is the government of Shenzhai District. Sui Sen, secretary of the district party committee, Xing Ruizhen, head of the district, and the third district are the Tushan District government. Han Yufeng, secretary of the district party committee, Hou Zhenduo, head of the district, and the fourth district are the Wencheng district government. Gao Lantian, secretary of the district party committee, and Zhao Hua, head of the district, and the fifth district are the governments of all districts. Wang Yongfang, secretary of the district party committee, and the sixth district is the government of Jiepai District. Su Jiange, secretary of the district party committee, Wang Wentian, district head, and the seventh district is the Renqiao District Government (Changzhuang). Li Zhenxi, secretary of the district party committee, and the district head are temporarily absent.
At that time, there were armed forces in all districts of the county, called district squadrons. Only the independent battalion of the Tongbai Military Sub-district has strong combat effectiveness and good weaponry, and the stubborn bandits in the early days of the liberation of Suiping were all eliminated by them, with Cui Ping, the commander of the army, and Jia Jun, the director of the political department.
