On February 13, 1953, the Central Committee of the Communist Party of China (CPC) issued the Circular on the Establishment of Planning Organs, requiring all national economic departments and cultural and educational departments at the central level to strengthen planning work and to establish planning institutions for grassroots enterprises and grassroots work departments. The regional administrative committees and the financial and economic committees of the provincial and municipal people's governments carry out the planning work under the guidance of the State Planning Commission. The issuance of this circular laid an important organizational foundation for the comprehensive development of the mainland's economy at that time, and also strengthened the building of government institutions and organizations at all levels.
