According to public reports, Zhou Xuehua was the main culprit in bribing Hu Changqing, and was the deputy director of the Nanchang Office of the Wenzhen Grain Depot in Jiangxi Province.

The Nanchang Intermediate People's Court ascertained through trial that from April 1997 to July 1999, he gave Hu Changqing money and goods worth more than 310 yuan on 25 occasions, and asked Hu Changqing to seek improper benefits for him 12 times, causing major economic losses to the state.

In addition, Zhou Xuehua also took advantage of his position to lend 4.42 million yuan of public funds from the office to private enterprises for profit-making activities, and did not return them. Zhou Xuehua also escaped during the procuratorate's investigation of his criminal acts.

In July 2001, Zhou Xuehua was sentenced to life imprisonment by the Nanchang Intermediate People's Court for bribery, embezzlement, escape, and theft, deprivation of political rights for life, and confiscation of all personal property.

The report also said that Zhou Xuehua was the most severely punished bribery criminal since the implementation of China's new Criminal Law.
