The report establishes a monitoring and evaluation index system covering economic strength, scientific and technological innovation, green development, people's livelihood and well-being, county governance, etc., and uses the public data of each county to complete the monitoring and evaluation of China's county development through comparison and verification.
Economic strength is at the forefront
In the past year, Yanta District has held a pledge meeting for high-quality project construction, 10 investment promotion groups have grabbed orders across the country, and 29 projects, including the first store of Sam's Club in Northwest China, Xi'an R&D Center of Shenhao Technology, and Computing Center of China Telecom Shaanxi Company, have been signed and landed. From January to December, 29 municipal-level and 118 district-level key projects completed an investment of 14.679 billion yuan and 35.738 billion yuan respectively, accounting for 107.89% and 116.12% of the annual plan, ranking first in the city's key project observation quality improvement area.
In the first three quarters of 2023, the GDP of Yanta District reached 230.105 billion yuan, a year-on-year increase of 4%. From January to November, the added value of industrial enterprises above designated size increased by 6.1% year-on-year, and the retail sales of consumer goods above designated size in the district reached 14.687 billion yuan, and the growth rate of fixed asset investment in the district was 10 percentage points higher than the growth rate of the whole city.

Yanta District not only resolutely fights the tough battle of project landing, but also focuses on the goal of Qin Chuangyuan in the whole region, works hard to build a high-level innovation-driven platform, and takes solid steps in fighting the tough battle of industrial transformation.
Xi'an Yanta Artificial Intelligence Innovation and Development Center was selected as the first batch of national new generation artificial intelligence public computing open innovation platform, Xijing Science and Technology Innovation Park has been built into a national small and medium-sized enterprise characteristic industry gathering area, and the only national network security education technology industry integration and development pilot zone in the west has been built to consolidate the digital security foundation...... In terms of focusing on digitalization, business environment reform and state-owned enterprise reform, Yanta District has launched eight "1+1" combinations to build a full life cycle service chain of enterprises, comprehensively build a regulatory and operation system, realize the integration and upgrading of state-owned enterprises in the district, launch the province's first district-level overseas intellectual property dispute response mechanism, and be selected as a demonstration county for the construction of a national intellectual property strong county, becoming the city's first "Shaanxi Province Intellectual Property Protection Demonstration Zone" The circle of friends of the government-enterprise breakfast meeting continued to expand, and the number of market entities exceeded 250,000, and it was rated as the first batch of business environment innovation demonstration zones in the province and a benchmark urban area for the construction of an international business environment.

In terms of people's livelihood and well-being, in 2023, Yanta District will continue to fight a tough battle to make up for shortcomings and expand capacity, adding 17,000 new urban jobs, building, renovating and expanding 7 schools, preparing to build 522 sets of rental housing, and the Tang City Wall Ruins Park (Phase I) will be completed and opened, and will be rated as the first batch of "infant care service demonstration urban areas" in the province, and a series of brand festivals and events such as the Cherry Blossom Festival, Maple Leaf Festival, and graduation season will be successfully held...... 10 practical matters of people's livelihood have been fully completed, 20 landmark achievements have been successfully created, and the people's sense of gain, happiness and security has continued to improve.
