Some cadres get together from time to time to eat and drink, which seems harmless, but in fact the drunkards do not intend to drink, in order to win over relationships and manage contacts. The investigation found that these six cadres are like this, and since 2011, they have gradually developed from the intersection of work to often eating and drinking together, and then formed a relatively fixed small circle, using each other's power to act conveniently.

The total cost of the six antique post stations reached 211 million yuan, each of which was quite large, and the largest one covered an area of more than 60,000 square meters. By the time it was completed and put into operation, various problems became apparent. These post stations are all copies of the famous local ancient houses, and when tourists arrive in Zhangzhou, they naturally choose to see the ancient buildings themselves, rather than the replicas. In terms of site selection, these six post stations are scattered along the 25-kilometer-long national highway, and they cannot form a convergence effect.
Tourists from other places cannot be attracted, and for local citizens, the post station is too far away from the main city, and the people are usually reluctant to come for leisure.
A local state-owned enterprise was entrusted by the government to manage, and tourism could not be carried out, so it was difficult to attract a few merchants, and they soon all surrendered the lease. As a result, most of the post stations have been abandoned for a long time, and the maintenance cost is high.
Unhealthy tendencies and corruption are mutually exchanging problems and have the same root and origin. The examination and investigation found that Chen Jiadong also had the "four winds" problem of accepting gifts and food invitations in violation of regulations, and there was also the problem of corruption in using his power to accumulate huge sums of money. After an open trial by the court, Chen Jiadong illegally accepted more than 94.15 million yuan in property, embezzled more than 3.41 million yuan of state-owned property with others, and caused a loss of more than 190 million yuan in state-owned property, and was suspected of accepting bribes, embezzlement, and abusing power. In September 2023, Chen Jiadong was sentenced to life imprisonment, deprivation of political rights for life, and confiscation of all personal property.

Zhang Shuang, one of the nine survivors, suffered a serious injury to her left leg and is still unable to walk. For the families of the 54 victims, the wounds left behind by the accident are even more difficult to heal.
The survey found that if you could turn back the clock, there would have been a chance to avoid tragedy. The house involved belongs to the Panshuwan Group of Jinping Community, and the owners are local residents Wu Qisheng and Wu Zhiyong, father and son, who first built a 5-storey building and a partial 6-storey building in 2012, and then added 8 floors and 9 floors in 2018 without authorization, with a height of 26.3 meters. The most incredible thing is that in addition to the solid brick wall on the first floor, the second to fifth floors are all empty bucket walls with much poor load-bearing, and it can be said that it is a matter of time before something goes wrong. Now, Wu Qisheng has been killed in the accident, and Wu Zhiyong is facing a legal trial.
When homeowners are extremely lacking in safety awareness and basic common sense, supervision is particularly important. However, due regulation has never been put in place. Since 2016, the CPC Central Committee and the State Council and the Hunan Provincial Party Committee and Provincial Government have deployed six special actions to demand the inventory and rectification of illegal houses and effectively safeguard the safety of people's lives and property. However, this deadly building has become a fish that has slipped through the net in previous operations.
In 2016, the Ministry of Housing and Urban-Rural Development deployed a five-year special action to deal with illegal construction in urban built-up areas, when Wangcheng was withdrawn from the county and set up districts for a short time, and the Provincial Department of Housing and Urban-Rural Development and Changsha City still regarded it as a county and was not included in the scope of rectification. In 2018, Hunan Province launched a three-year special action to deal with illegal construction in the county, but this time the Provincial Department of Housing and Urban-Rural Development and Changsha City regarded Wangcheng as a district and once again excluded it from the scope of rectification. In this way, Wangcheng District became a vacuum that was missed by both actions.
In addition to housing and construction, urban management and planning departments also have regulatory responsibilities for illegal construction from different angles, but instead of forming a joint force, multiple departments pass the buck to each other.
The ideological root of mutual blame is that they all want to go around difficulties. Wangcheng District is located at the junction of urban and rural areas, and there are many self-built houses and many illegal expansions and floors, which are long-standing problems, and if we want to seriously rectify them, we are bound to face disputes and resistance, and we have to do a lot of hard work. Some cadres are not unaware of the potential safety hazards of a large number of illegal buildings, but because they are afraid of difficulties, they prefer to be selectively blind.
If those responsible for supervision do not take responsibility and do nothing, the result is that not only the problems left over from history cannot be solved, but the illegal self-built houses are more and more built higher and higher. It was precisely because they saw that no one was in charge that they dared to illegally add it in 2018, and they judged that as long as they avoided the chengguan.
During the construction of the Wu family, the chengguan did come and had the opportunity to eliminate this hidden danger. The investigation found that the urban management law enforcement officers had six inspections and found that the Wu family was carrying out illegal construction, but most of them were only verbal warnings, and only one time issued a "Notice of Rectification Order", requiring an immediate suspension of work and an interview with the squadron. However, the Wu father and son did not go to the interview, and continued to work secretly. The members of the urban management team reported the relevant situation to the captain of the cold economic department, but the cold economic department did not take it seriously, and forgot about it in a blink of an eye.
In this way, the Wu family's house was increased from 5 to 8 floors in broad daylight, and the already fragile building was even more overwhelmed, and the pace of tragedy began to speed up.
In 2020, another opportunity to spot the problem appeared. In that year, two accidents occurred in Quanzhou, Fujian Province and Xiangfen, Shanxi Province, which caused serious casualties, and General Secretary Xi Jinping issued important instructions, calling for the consolidation of safety responsibilities, drawing inferences from one case to another, and stepping up the investigation of the potential safety hazards of such houses, timely rectification of the loopholes found, and prevention of mass deaths and injuries from the source. In July 2020, the Ministry of Housing and Urban-Rural Development deployed a one-year "two violations clearance" across the country. However, the Hunan Provincial Department of Housing and Urban-Rural Development did not forward the notice until September, the city of Changsha did not issue the plan until January of the following year, and the Wangcheng District action was even more delayed, and the notice was not issued until June 25, 2021, just a few days before the end date required by the Ministry of Housing and Urban-Rural Development.
In fact, not a single house in Wangcheng District was investigated, but the so-called investigation data was reported. After the accident, the investigation team saw the problem in the data. According to the data, Wangcheng District has revised the data three times in a short period of time, and on June 29, it was first reported that 217 buildings were investigated, and only 6 days later it was changed to 81,668 buildings, and then it was changed to 18,238 buildings after a month, which is a huge difference before and after. Following this discovery, the detailed process of Wangcheng District's deception and desire to cover up was exposed.
Not only did no one take care of the Wu family's obvious illegal construction, but after it was built, it was rented to more merchants, and restaurants, private cinemas, and family hotels were opened in the building. To obtain the qualification to operate a family hotel, it is necessary to go through a housing safety inspection, and an agency called Xiangda Engineering Testing Co., Ltd. issued an appraisal report for the problematic house, indicating that it meets the conditions for safe use. The investigation found that this extremely irresponsible agency was recommended by Liu Wanquan, the former deputy head of the Public Security Management Brigade of the Wangcheng Branch of the Changsha Municipal Public Security Bureau, to homeowners in need in the jurisdiction for group purchase, which was behind Liu Wanquan's acceptance of the company's benefits.
In that group purchase, Xiangda Company appraised more than 20 houses in this jurisdiction in one day, without any professional equipment, two people collected money and one person observed with the naked eye, and each stayed for more than ten minutes on average, and the reports issued were all qualified. The investigation found that Xiangda Company actually did not have the ability to identify at all, and the reason why it obtained professional qualifications was also because the public officials of the Hunan Provincial Market Supervision Bureau accepted red envelopes from the company, turning the qualification review related to safety responsibilities into a formality.
Fast forward to the last year before the accident, and there was actually a chance to defuse the time bomb at the last minute. On June 19, 2021, a house collapse accident occurred in Rucheng County, Chenzhou City, only a few hundred kilometers away from Changsha, killing 5 people and injuring 7 people. However, this accident, which is close to the province, still has not attracted the attention of Changsha City.
For this investigation, whether it is Changsha City or Wangcheng District, they are holding meetings and issuing documents instead of actual work, Wangcheng District pushed the investigation task to the street, and the street pushed the task to the community.
This is the only time in the previous special rectifications that someone went to Wu's house to conduct an on-site investigation. But the two temporary hires who don't know the profession can only be put on a show. The final data reported by Jinshanqiao Street said that there were zero potential housing safety hazards in the jurisdiction.
After the accident, within a month alone, 7,180 additional floors and expansion houses were found in Wangcheng District, and 44,000 houses were found in Changsha City. However, at that time, the three levels of provinces, autonomous regions and municipalities did not review and check the obviously inaccurate data, and reported them at this level.
In the first-level prevarication, perfunctory, and paralyzing luck, there have been countless opportunities to resolve risks that have been wasted, and the steps of tragedy have come to the door without people realizing it. At about 10 o'clock in the morning on the day of the incident, the house was still releasing the last warning signal, and some tenants found that the walls were cracked and the steel bars were bent, but after hearing the tenants' feedback, Wu's father and son still thought that it would be enough to buy some steel to reinforce it. At 12:24 on April 29, 2022, the tragedy was finally cast.
In the face of the loss of 54 lives, no one can resist the torture of conscience. However, no amount of repentance afterwards can restore the lost life. With the approval of the CPC Central Committee, the Central Commission for Discipline Inspection and the State Supervision Commission held accountable four cadres in the central management who had leadership responsibility; the Hunan Provincial Commission for Discipline Inspection and Supervision held 62 cadres under the provincial management and below accountable, four of whom were transferred to the judicial organs on suspicion of serious violations of discipline and law; and the 20 units responsible for the accident were ordered to conduct written inspections and earnestly rectify the situation. Wu Zhiyong, the owner of the house, 14 people, including the housing design and construction personnel, and the relevant personnel of the testing company, will also be held legally responsible.
Since the beginning of 2023, as of November, discipline inspection and supervision organs across the country have seriously rectified the hedonism and extravagance that damage the party's image and have strong reactions from the masses, investigating and dealing with a total of 52,000 problems, criticizing, educating and dealing with 70,000 people, of which 53,000 have been given party discipline and government sanctions, focusing on rectifying formalism and bureaucracy, investigating and dealing with 39,000 problems, criticizing, educating and dealing with 61,000 people, of which 39,000 have been given party discipline and government sanctions, and new results have been achieved in promoting the construction of work style.
