"Ten Prohibitions" for Honest Conscription

It is not allowed to withhold, embezzle, or privately divide the recruitment quotas without authorization, or to issue the conscription quotas separately for designated personnel; the conscription tasks must be all assigned in place in accordance with the regulations, and those that really need to be adjusted should be collectively studied and decided by the enlistment office at the next higher level.

It is forbidden to relax the requirements for recruitment, lower the standards for recruitment, recruit unqualified youths into the army, or arbitrarily increase the requirements for recruitment, raise the standards for recruitment, and obstruct the enlistment of qualified youths.

It is not allowed to fill in false information, issue supporting materials that are inconsistent with the facts, or change the conclusion of the physical examination or political assessment without authorization, and use expressions other than "qualified" or "unqualified" as the conclusion of the political examination.

It is not allowed to visit or meet with the young recruits and their parents individually, give the political evaluation form to the young recruits and their parents for handling, or request supporting materials outside the scope provided.

It is forbidden to collect fees from young conscripts and recruits in any name, or to be lazy and lazy, prevaricating, procrastinating, or even making things difficult for them under the pretext of making things difficult for conscripts and their parents to properly handle the conscription formalities.

It is forbidden to take advantage of the opportunity of conscription to accept gifts, money, negotiable securities, payment vouchers, or local products, to accept banquets, travel, or entertainment activities arranged by young conscripts and their parents or trustees, or to request transportation or means of communication.

It is forbidden to interfere in the work of recruiting at the grassroots level in violation of regulations, to greet and intercede for young conscripts to enlist in the army, or to use their authority to exert influence on conscripts in areas such as task assignments, registration and application, physical examinations, political evaluations, examination and approval of military appointments, and adjustment of whereabouts.

It is forbidden to make changes in the content, method, and time of public announcements, to circumvent supervision in disguise, or to fail to implement the system of "zero reporting" and supervisors for honest conscription, and not to accept petitions and reports from the masses in accordance with regulations, and to investigate and correct violations of rules and discipline.

It is not allowed to change troops, accept discharged soldiers without permission, or not follow the prescribed procedures and time limits to handle discharge.
