According to Mr. Cui, in March 2021, he and several other migrant workers were employed by Suqian Ruiming Labor Service Co., Ltd. to do optical fiber and cable work in the "Mobile Optical Fiber Project North of the Sui River in Sihong County" contracted by the other party.

In the afternoon of the same day, a reporter from Huashang Daily Gale News contacted Cai's superior contractor, who said that he would not accept an interview.

According to Mr. Cui, as far as he knows, in September 2023, Cai's superior contractor has paid more than 400,000 yuan in wages to Cai, but Cai did not pay them at that time, but misappropriated it for other purposes.

Mr. Cui said that the superior contractor did owe Cai more than 300,000 yuan for the project, but these were two different things, and Cai could not owe them wages because the superior contractor owed them money for the project.

On October 17, 2023, the Sihong County Human Resources and Social Security Bureau issued the "Decision on Administrative Handling of Labor and Social Security Supervision", and the unit failed to fulfill the administrative decision. After the expiration of the administrative litigation period, it shall be transferred to the court for compulsory enforcement.

On November 27, 2023, the "Decision on Administrative Punishment of Labor and Social Security Supervision" was issued, and an administrative penalty decision of a fine of 19,000 yuan was made to the unit.
