According to the website of the Ministry of Human Resources and Social Security on January 5, the State Council appoints and dismisses state workers.

Wang Yang was appointed deputy secretary general of the State Council, Li Baojun was appointed vice minister of civil affairs, Dong Xin was appointed deputy director of the State Administration of Radio and Television, Qin Yuyun was appointed deputy director of the State Food and Material Reserves Administration, Li Yunqing was appointed deputy director of the State Forestry and Grassland Administration (National Park Administration), and Lin Zhenyi was appointed deputy director of the State Archives Administration.

Lu Weihong (female) was dismissed from the post of deputy director of the General Administration of Customs; Yang Xiaowei was dismissed from the post of deputy director of the State Administration of Radio and Television; Wei Hongtao and Xie Jinwei were dismissed from the post of deputy director of the State Archives Bureau; Wang Yanbin was dismissed from the post of deputy director of the State Secrets Bureau; and Wang Yang was dismissed from the post of vice president of the China Academy of Engineering Physics.

Wang Yang is the Deputy Secretary-General of the State Council

According to the official resume, Wang Yang was born in February 1969, a native of Zhenning, Guizhou, a member of the Communist Party of China, a doctoral candidate, a senior engineer, and a member of the 20th Central Commission for Discipline Inspection.

Wang Yang has worked in the Sichuan Provincial Department of Transportation for many years, and has also served as a member of the Standing Committee of the Ganzi Prefecture Party Committee, Executive Vice Governor, Deputy Secretary of the Provincial Party Committee, Secretary of the Provincial Commission for Discipline Inspection, and was appointed Secretary of the Party Leadership Group and Director of the Sichuan Provincial Department of Transportation in March 2016. In July 2019, Wang Yang joined the Ministry of Transport as Chief Engineer, and since July 2020, he has concurrently served as the Director of the Highway Bureau of the Ministry of Transport, and then transferred to the Ministry of Transport in February 2021 as Chief Planner and Director of the Comprehensive Planning Department.

In May 2021, Wang Yang became a member of the Party Leadership Group of the Ministry of Transport, and was appointed as a member of the Party Leadership Group and Vice Minister of the Ministry of Transport the following month. He also served as the head of the traffic support team of the Beijing Winter Olympics Operation Headquarters.

In February 2022, Wang Yang served as a member of the Standing Committee of the Qinghai Provincial Party Committee and Secretary of the Provincial Commission for Discipline Inspection, and was elected director of the Provincial Supervision Commission in May of the same year.

Li Baojun was appointed vice minister of the Ministry of Civil Affairs

According to the public resume, Li Baojun once served as deputy director of the Disaster Relief Department, deputy director of the General Office, and director of the Planning and Finance Department of the Ministry of Civil Affairs.

Dong Xin is the deputy director of the State Administration of Radio and Television

According to the public resume, Dong Xin was born in 1966, with a doctorate, a senior engineer and a senior accountant.

Dong Xin graduated from Beijing University of Posts and Telecommunications in 1989 with a bachelor's degree in management engineering, and holds a master's degree in accounting management from the Australian National University, and a doctorate degree in business administration jointly awarded by Shanghai Jiao Tong University and Rennes Business School.

He successively served as the Deputy Director of the Enterprise Finance Division of the Finance Department of the former Ministry of Posts and Telecommunications, and the Director of the Economic Adjustment Division of the Economic Regulation and Communications Clearing Department of the former Ministry of Information Industry.

Later, he was transferred to China Mobile Communications Group Corporation, and successively served as General Manager of the Finance Department, Chairman and General Manager of Hainan Mobile, General Manager of the Planning Department of China Mobile Communications Corporation, Chairman and General Manager of Henan Mobile, Chairman and General Manager of Beijing Mobile, Deputy General Manager, Chief Accountant, Member of the Party Leadership Group and Chairman of the Labor Union of China Mobile Communications Group Co., Ltd.

In May 2020, Dong Xin served as the general manager and deputy secretary of the party group of China Mobile.

Qin Yuyun is the deputy director of the State Food and Material Reserves Administration

According to the public resume, Qin Yuyun was born on May 29, 1971 and has a master's degree.

Qin Yuyun graduated from the Department of Chinese of Qufu Normal University and the double bachelor's program of China University of Political Science and Law. In 1995, he joined the former State Food Administration, and successively served as the deputy director and director of the regulation and control department, the deputy director of the law department, and the director of the research office.

After the institutional reform in 2018, he served as the director of the Grain Reserve Department of the State Food and Material Reserves Administration, and also served as the spokesperson of the bureau.

Li Yunqing is the deputy director of the National Forestry and Grassland Administration (National Park Administration).

Lin Zhenyi was born in September 1969 and is a member of the Communist Party of China. He used to be the director of the scientific research department of the Party School of the Central Committee (National Academy of Administration). He is currently the Deputy Director of the Central Archives and the Deputy Director of the National Archives Administration.
