It is understood that the remuneration income of senior executives of central enterprises consists of three parts:

Pre-tax remuneration = salary payable + contribution of social insurance, enterprise annuity, supplementary medical insurance and housing provident fund + other monetary income

At the meeting of the Political Bureau of the Central Committee of the Communist Party of China held on August 29, 2014, the "Reform Plan for the Remuneration System of Persons in Charge of Central Enterprises" and the "Opinions on Reasonably Determining and Strictly Regulating the Performance Treatment and Business Expenditure of Persons in Charge of Central Enterprises" were deliberated and approved.

The People's Daily previously reported that the deputy general manager of an enterprise and above are usually referred to as executives. However, not all senior executives of central SOEs are directly affected by the salary reform plan, mainly for the chairman of the board of directors, party secretaries (party secretaries), general managers (presidents, etc.), chief supervisors (chairman of the board of supervisors) and other deputy heads of enterprises managed by the central government and the SASAC. At present, the senior executives of central enterprises are appointed by the government and selected by the market. After the implementation of the "Reform Plan for the Remuneration System of Persons in Charge of Centrally Managed Enterprises", the remuneration of the person in charge of the centrally managed enterprise is composed of three parts: basic annual salary, annual performance salary and tenure incentive income. The basic annual salary is the annual basic income of the head of the centrally managed enterprise. Considering that the heads of centrally managed enterprises serving in different enterprises are all appointed by the central government, in order to reflect the fairness of salary distribution, the same basic annual salary is determined in principle. The specific level of the basic annual salary shall be determined according to a certain multiple of the average salary of the on-the-job employees of the central enterprises in the previous year. The annual performance salary is linked to the annual appraisal and evaluation results of the person in charge of the central management enterprise, and is determined within a certain multiple of the basic annual salary of the person in charge according to the different grades of the annual appraisal and evaluation results, combined with the adjustment coefficient of the annual performance salary. The tenure incentive income is linked to the tenure assessment and evaluation results of the person in charge of the central management enterprise, and is determined according to the different grades of the tenure assessment and evaluation results.

On December 23, 2016, the State-owned Assets Supervision and Administration Commission (SASAC) promulgated the Measures for the Appraisal of the Business Performance of Persons in Charge of Central Enterprises, focusing on the assessment of the economic benefits, capital return level and market competitiveness of commercial central enterprises whose main business is in fully competitive industries and fields; Assessment of the development of forward-looking strategic industries.
