In order to thoroughly implement the "Opinions of the Central Committee of the Communist Party of China and the State Council on Supporting Fujian to Explore a New Road for Cross-Strait Integrated Development and Build a Cross-Strait Integrated Development Demonstration Zone", the Exit and Entry Administration of the People's Republic of China issued ten entry-exit policies and measures on November 6, 2023, such as encouraging Taiwan compatriots to settle down in Fujian and facilitating the life and development of Taiwan compatriots in Fujian, in line with the construction plan of the Cross-Strait Integrated Development Demonstration Zone, which will be officially implemented on January 1, 2024. The "Ten Measures" have implemented the policy of "Taiwan compatriots settling down in Fujian and are willing to settle down", clarifying that Taiwan compatriots can apply to the exit and entry administration of the public security organ at or above the county level in Fujian Province where they intend to reside, and the time limit for examination and approval will be shortened from 20 working days to 10 working days.
On 1 January, Taiwan compatriots lined up at the public security entry-exit port hall of the Wutong Passenger Terminal in Xiamen to apply for documents.
In order to make it easier for Taiwan compatriots to apply for entry and exit permits, the "Ten Measures" also implement "online handling," "port handling," and "centralized handling" for Taiwan residents' travel permits to and from the mainland (hereinafter referred to as "Taiwan Compatriot Permits"), and at the same time promote the establishment of a center for the production of entry and exit documents in Xiamen, and shorten the time limit for personnel in the Xiamen-Kinmen and Fuzhou-Matsu "same-city living circles" to apply for entry and exit documents from seven working days to five working days.
Taiwan residents who intend to enter the country from the port of Fujian Province can log on to the "National Immigration Administration 12367" APP or WeChat and Alipay mini programs, fill in the "Application Form for Mainland Travel Permit for Taiwan Residents" in the "One-time Valid Taiwan Compatriot Permit Application" service, upload the photo of the certificate, a valid Taiwan ID card and the Taiwan entry and exit document to complete the application.
"You can apply for a Taiwan compatriot permit on your mobile phone, and you can get the certificate directly at the port, without queuing, and it is more convenient to travel to the mainland. On the morning of 1 January, the Gaoqi Border Inspection Station of the Xiamen Frontier Inspection Station went through the border inspection procedures for Taiwan compatriots entering the "mini three links" at the Wutong Passenger Terminal in Xiamen.
