The entire report consists of three parts

The first part continues the evaluation method of urban vitality with "people" as the core, constructs an urban vitality index system around the attractiveness of cities to different types of people, and evaluates urban vitality.

The second part focuses on demographic change, taking the attraction of cities to migration and the preferences of people in the process of migration as the starting point, and how to maintain the basic vitality of cities.

The third part focuses on the impact of the epidemic and takes the recovery of consumption vitality in different cities before and after the epidemic as the starting point to observe how to restore the functional vitality of cities.

There are significant regional differences in the changing characteristics of urban vitality. In 2023, the comprehensive vitality of cities in East China and Central China will be enhanced as a whole. The comprehensive vitality of cities in South China and Southwest China has weakened. The comprehensive vitality of cities in North China, Northeast China, and Northwest China has rebounded. The improvement of the urban vitality ranking in Northwest China is relatively insignificant.

Attracting a young population is key to keeping cities alive

Zhang Yongbo, director of the Urban Planning Academic Information Center of the China Academy of Urban Planning and Design, pointed out that through the observation of the population migration structure, it is found that youth is the most active group of the migrant population, and the megacity is the main destination of the youth population, and attracting foreign youth population is the key to maintaining the basic vitality of the city.

According to Zhang Yongbo's analysis, through the observation of population migration preferences, it is found that the migration preferences of young people have differentiated correspondence with different functional factors such as housing, transportation, public services, and life experience in the city at different life stages of studying, starting a business, and settling down.

From the perspective of the consumption vitality recovery index, the people, methods and spaces of urban vitality in the post-epidemic era have changed. People's vitality needs are being iteratively upgraded, from basic material needs to spiritual needs such as leisure, health, and culture, and the demand for public space and public facilities is also increasing.

Wang Kai, a national engineering survey and design master and president of the China Academy of Urban Planning and Design, pointed out that attracting young people is the key to maintaining the vitality of cities. The city's business and leisure vitality complement each other, and the functional compound is the guarantee to maintain the vitality of the city.

He suggested that a youth development city should be built to enhance the basic vitality and resilience of the city from four aspects: residence, employment, commuting and recreation. At the same time, humanity, nature and places promote each other to enhance the functional vitality and resilience of the city.

In the post-epidemic era and the peak of the total population, revitalizing existing space resources, improving the vitality and quality of cities, and attracting and retaining people will still be an important issue for China's urbanization in the future. Only by adhering to a refined research attitude, implementing precise policies, prioritizing employment, and improving people's livelihood can cities have the ability to resist fluctuations and rejuvenate for a long time. Since 2019, the Chinese Academy of Planning and Planning has been working with relevant research institutions and big data companies to continue to track and observe the vitality of urban prosperity in key cities across the country, and released a series of annual reports on the prosperity and vitality of China's cities, which is the fourth time this year. The 2023 Assessment Report on China's Urban Prosperity and Vitality (hereinafter referred to as the "Report") focuses on the changes in urban vitality in the post-epidemic era, with the theme of "urban vitality and resilience" and "vitality change" as the clue, systematically analyzes the "vitality and resilience" of cities, and summarizes the paths and strategies for improving urban vitality based on specific case observations, in order to provide reference for decision-makers at all levels and industries.
