Yingluck's unwarranted disaster began 12 years ago, in her first year as Thailand's prime minister.
In that year, Yingluck's government passed a policy of purchasing rice through legislation, agreeing to buy rice from rice farmers at a price higher than the market price in some rice-producing areas in order to stimulate production and increase exports.
