author:Red Star News

A few days ago, the Beijing Municipal Public Security Bureau reported a case of gang fraud specifically aimed at the middle-aged and elderly groups suspected of "agent surrender", the fraudsters used words to trick the victims into handling the so-called "policy upgrade" and "increase dividend income" and other businesses, using some middle-aged and elderly people are not familiar with the insurance business procedures and the use of smart phones, inducing them to sign false dividend agreements and make profits, involving an amount of nearly 10 million yuan.

Pretending to be a customer service "policy upgrade" The police detected the fraud

Mr. Zhang, from Beijing, recently received a phone call from a person claiming to be a customer service staff member of an insurance company, who accurately stated the status of the insurance policy that Mr. Zhang had purchased.

Mr. Zhang said that the policy would expire in one year, and that he would return 100,000 yuan to Mr. Zhang with interest after the expiration. But the customer service staff told Mr. Zhang that he could withdraw part of the insurance money and dividends now, but he needed to do it in person.

Victim Mr. Zhang: Then I saw that it was very good, and I said that I didn't know, and I said you can mention it. He took my mobile phone app, anyway, many programs have face recognition, and I didn't understand the others at the time. He said that we are like an insurance supermarket, we accept all the insurance policies, just to protect the rights and interests of customers.

The next day, Mr. Zhang was taken to the customer service center, and the customer service staff used Mr. Zhang's mobile phone to operate and withdraw less than 100,000 yuan from the insurance account.

Victim Mr. Zhang: That's where I got my money at that time, and I got the money. I feel very grateful to him, he said you give me a favor, I'll rush the performance. The interest he promised was 10 per cent.

Seeing that the other party successfully helped him withdraw the insurance money and dividends, and recommended a high-return investment project, Mr. Zhang believed it and tried to deposit 50,000 yuan into the account provided by the other party.

Three months later, when Mr. Zhang checked the insurance account, he found that the 50,000 yuan had not purchased insurance at all, and then contacted the customer service staff to find that he had been blocked by the other party. The customer service center he had been to had also been rented out, and Mr. Zhang realized that he had been deceived.

Mr. Li, a 60-year-old 60-year-old who spent 250,000 yuan a few years ago to buy an investment-type insurance product, did not have a satisfactory return. On the phone, the so-called customer service staff recommended him a financial product with higher returns.

Mr. Li followed the address provided by the so-called customer service staff to a customer service center, and provided his mobile phone to the staff to surrender the insurance and repurchase new insurance and wealth management products, and the other party claimed that Mr. Li would receive a rebate of 2,400 yuan per month in the future. However, the money was only returned for two months before it stopped, and it was only then that Mr. Li discovered that the 250,000 yuan had not been insured at all, and the so-called customer service center had also lost contact.

The company involved in the case changed its address and lost contact with the police

After receiving a number of reports from the public, the Beijing Municipal Mobile Investigation Corps, together with the Chaoyang Branch and other units, set up a special case group to carry out an all-round investigation. The police visited more than 30 people involved in the case one by one and found that most of the victims were middle-aged and elderly people over 50 years old. The personnel of the company involved in the case used the illegally obtained accurate personal insurance policy information of the victim to gain trust, and then pretended to be the after-sales service department of a large insurance company, and invited them to the office to handle insurance business on the grounds of "handling policy dividends and rebates" and "policy errors".

Police, Mobile Investigation Corps of the Beijing Municipal Public Security Bureau: They mainly used the information of some of the victims' insurance policies that they had obtained in advance, and then asked the victim to go to their offline scam company on the grounds of "policy upgrade" and "offline dividends".

The police investigation found that after the victim arrived at the offline company's store, the salesman used words to trick the victim into handling the business he fabricated such as "policy upgrade", "increasing dividend income" and "insurance and financial management", and took advantage of the fact that some middle-aged and elderly people were not familiar with the insurance business handling procedures and the use of smart phones, inducing them to sign false dividend agreements, guiding or operating mobile phones instead of the victims, taking the opportunity to surrender or pledge the victim's original policy without authorization, and transferring the funds to the company's account through the POS machine.

Beijing Municipal Public Security Bureau Mobile Investigation Corps Police: Because these victims are relatively old, they don't know what the specific handling of insurance is. The suspect instructed him or operated the phone on his behalf.

The police found that the gang delayed the victim's discovery by delaying the delivery of the contract and paying a small amount of interest in advance. After operating for 1 to 2 months or after the victim reported to the police, the company involved in the case changed its office address in order to evade the crackdown.

Beijing Municipal Public Security Bureau Mobile Investigation Corps Police: This kind of crime not only causes the victim's economic and property losses, but also causes some middle-aged and elderly victims to lose insurance, lose their insurance rights and interests for many years, and lose their livelihood security in their old age.

32 people were arrested Some of them were former salesmen of insurance companies

Investigators found that the gang leaders had to haunt some high-end bathing places almost every night, and they would directly divide the stolen money on the day they succeeded in the fraud, so that the criminal gang headed by Guo, Ren, and Hu gradually surfaced. After grasping the gang's modus operandi, the police decided to arrest it.

In the suitcase carried by the suspect Liu, the police seized more than 300,000 yuan in cash, which was the stolen money he had just shared. The police investigation found that the suspects Liu, Li and others used to be salesmen of insurance companies, and used their positions to illegally obtain part of the policy information, and used the policy information of these customers to carry out accurate fraud. At present, 32 suspects, including Guo, Ren, and Hu, have been criminally detained by the Beijing police on suspicion of fraud. The police initially found that the gang was involved in a case of nearly 10 million yuan, and the case is under further investigation.

Improve the ability to prevent risks through formal institutions

In order to remind the majority of elderly consumers to improve their awareness of risk prevention, the China Banking and Insurance Regulatory Commission has announced three types of pension fraud traps, namely the "agent surrender" trap, the "housing pension" trap, and the "investment and financial management" trap. Among them, the trap of "agent surrender" refers to the fact that after criminals illegally obtain policy information, they encourage the elderly to surrender their insurance policies and purchase so-called "high-yield" wealth management products by slandering insurance products and promising higher returns. After the elderly fall into the trap, the criminals not only charge a high fee for "agency rights protection", but even embezzle the surrender funds of the elderly.

In response to such traps, the China Banking and Insurance Regulatory Commission reminds elderly consumers not to believe in "biased doors", not to be greedy for "small profits", and to be vigilant against fraud. On the one hand, we do not believe in "biased doors" and must go through formal institutions and channels to handle all kinds of financial business; we must not be greedy for "small profits" and remember the truth that "pie will not fall from the sky." On the other hand, learn more about financial knowledge, understand financial products and handling processes from formal channels, and improve the ability to prevent risks.
