Ni Kuan was a native of the State of Qi during the Western Han Dynasty, whose hometown was in nijia village in present-day Guangrao County, Dongying.

Ni Kuan was bright and studious when he was young, but his family was poor and could not afford to go to school. He helped cook in the county school at that time, so as to get the opportunity to study.

He was also often employed as a short-term worker. Whenever he went to work in the fields, he always hung the scriptures on the handle of the hoe, and when he rested, he read them carefully and studied them carefully. This is the story of "hoeing with the scriptures" that is still preached to people today.

Because of his diligent study and inquisitiveness, he was personally taught by Ouyang Sheng, a famous scholar of the Western Han Dynasty and the founder of the Shang Shu and Ouyang Xue. Later, he was trained by Kong Anguo, a descendant of Confucius and a doctor of Western Han classics. Therefore, he had a deep understanding in the study of scriptures, especially the Study of the Book of Shang, and was selected as a doctor by the county at that time.
