The Qianhai Master Plan not only clarifies the spatial structure of Qianhai to build "one heart, one belt, two ports and five districts", but also puts forward the three-stage development goals of Qianhai in 2025, 2030 and 2035, pressing the "acceleration button" for Qianhai's continuous expansion of development and opening up.
The Qianhai Master Plan is fully aligned with the Qianhai Plan
On August 26, 2010, the State Council approved the Overall Development Plan for the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone, which opened the prelude to the development and opening up of Qianhai.
On 6 September 2021, the Central Committee of the Communist Party of China (CPC) and the State Council issued the Plan for Comprehensively Deepening the Reform and Opening-up of the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone (hereinafter referred to as the "Qianhai Plan"), giving Qianhai a new mission to build a test platform for comprehensively deepening reform and innovation and building a high-level gateway hub for opening up to the outside world, and put forward two-stage development goals for 2025 and 2035.
In order to thoroughly implement the Qianhai Plan, on December 10, 2023, the State Council approved in principle the Overall Development Plan for the Qianhai Shenzhen-Hong Kong Modern Service Industry Cooperation Zone.

The Qianhai Plan supports the Qianhai Co-operation Zone to build a pilot platform for comprehensively deepening reform and innovation in the Guangdong-Hong Kong-Macao Greater Bay Area, building a high-level gateway hub for opening up to the outside world, and giving Qianhai a strategic positioning of "one platform and one hub". The Qianhai Master Plan proposes four new strategic positioning, namely, comprehensively deepening the experimental platform for reform and innovation, opening up to the outside world at a high level, leading the development of Shenzhen-Hong Kong in-depth integration and high-quality development of the modern service industry, expanding from "one platform and one hub" to "one platform, one hub, one leading area and one highland".

The Qianhai Master Plan concretizes the new four strategic positioning into 14 indicators in three aspects, including "Shenzhen-Hong Kong cooperation, reform and opening up, and modern service industry development", which constitute the main indicators of Qianhai's economic and social development in 2025. The Qianhai Master Plan proposes a spatial pattern of coordinated development between land and sea. The Qianhai Master Plan adds support for the cooperation between Mainland and Hong Kong insurance institutions in carrying out cross-border insurance business such as pension insurance, shipping insurance, credit insurance, motor vehicle insurance and reinsurance under the premise of compliance with laws and regulations. Implement a high-level capital account liberalization policy, attract multinational enterprises to set up treasury centers, and study the expansion of the function of free trade accounts (FT accounts) and the scope of pilot banks. The Qianhai General Plan specifically points out that it is necessary to speed up the construction of the second phase of the Shenzhen World Convention and Exhibition Center, link up with Hong Kong and Macao to introduce internationally renowned industry exhibitions, and promote the joint organization of exhibitions between Shenzhen, Hong Kong and Shenzhen and Macao.
