Difficult to manage Self-proclaimed "friends" evade supervision
In June this year, after the Palace Museum, the Working People's Cultural Palace and other places stopped commercial shooting, some commercial photography teams set their sights on municipal parks, but the Municipal Park Management Center later issued a statement: Municipal parks have always prohibited commercial shooting.
It is understood that there are many ancient buildings in parks such as the Summer Palace and the Temple of Heaven, the road space is limited, the number of tourists is large, and commercial photography is easy to cause congestion, so the prohibition of commercial photography has always been one of the key points of the park's order management.
Why does the commercial auction still exist after the city park management center issued a statement? In this regard, the reporter investigated. The staff said that some commercial photography teams knew that the park had rules that did not allow filming, so when they entered the park, they hid their photographic equipment in their bags and brought them into the park, and if they were stopped by the staff, they would change places. In the daily management, many commercial photographers also played "hide and seek" with the park management, and the staff had just left with their front feet, and the photographers who were persuaded to stop took out the shooting equipment with their back feet.
On some social media, when some customers expressed doubts about whether the commercial auction could be carried out, some commercial auction merchants bluntly said: "If someone asks after entering the park, they will say that we are friends, don't worry." Some commercial photography teams said that they would not carry conspicuous equipment such as reflectors, "We will bring a few more telephoto lenses, and normal camera shooting is no problem, and the park doesn't care."
Penalties are difficult The park regulations have not been revised for many years
It is also one of the constraints in the daily management of the park in the face of the difficulty of punishing commercial auctions. With the emergence of new needs and new experiences for citizens to visit the park, there is no relevant content to restrict similar behaviors such as commercial auctions in the existing management regulations, making the management of parks and scenic spots "impossible to follow".
The reporter's inquiry found that the "Beijing Park Regulations" have been promulgated and implemented since 2002, and Article 46 of them stipulates that visitors to the park are prohibited from affecting the appearance of the park and the order of the tour. Among the many actions listed below, commercial auctions are not included.
In addition, Article 38 of the "Beijing Municipal Tourism Regulations" stipulates that scenic spots have the right to take measures such as stopping, dissuading or refusing to provide services for unauthorized stalls, enclosures and occupancy of points; In reality, when encountering commercial auctions and other behaviors that affect the order and environment of the park, the park often has no law enforcement power, and can only dissuade it, with little effect.
Partition management to avoid cross-influence
In the past, people visited parks mainly to see the scenery, but now they pay more attention to the consumption experience beyond the landscape.
"Commercial auction is actually a useful attempt for scenic spots to explore new consumption formats. Some ordinary-level scenic spots have achieved good development through commercial auctions or travel photography. Li Xinjian, executive director of the Capital Institute of Culture and Tourism Development at Beijing Second Institute of Foreign Chinese, believes that a simple one-size-fits-all approach to everything is not advisable.

For popular scenic spots, it is appropriate to explore the different fare mechanisms for commercial auctions and ordinary tourists, including commercial auctions to make good use of morning and night time periods, so as not to interfere with normal time tours, but also to better release the time value of scenic spots.
