1. Contributors
Urban and rural residents who have not participated in the basic medical insurance for urban employees within the city, and urban and rural residents who have not participated in other basic medical insurance for a long time in our city (obtained a residence permit) can participate in the basic medical insurance for urban and rural residents in our city.
(Note: First-time insured persons need to bring their household registration booklet to the township (street) livelihood affairs bureau or convenience service center where their household registration is located to go through the insurance registration procedures before they can pay the fee.) ）
2. Payment time
October 1, 2023 to December 30, 2023.
3. Payment standards
The individual payment standard is 400 yuan;(according to the provisions of the Residential Medical Insurance Development [2023] No. 32 document)
Persons living in extreme poverty, those who are eligible for minimum livelihood guarantees, children in difficulty, those who meet the requirements for preferential care of state pension subsidies, those who are eligible for regular and quantitative living allowances from the civil affairs departments, and other eligible persons in difficulty shall be subsidized by the government to participate in the insurance.

5. Payment process
1. WeChat payment process:
(1) Pay attention to the WeChat official account of "Suqian Tax", click on the "Social Security Payment" of Micro Tax in the menu bar or scan the QR code (lower picture) of the mini program (Jiangsu Tax and Social Security Payment).
(2) After entering the Mini Program, first authorize the Mini Program to obtain user information, and then after entering the home page, the user's avatar and nickname can be seen. After "Real-name Authentication", the "Me" registration information will appear by default, click "Switch Payer", and "Add Other's Identity Information" to switch to the identity of others, and then pay for others.
(3) Select "Social Security Agency" as "*** Medical Insurance Bureau" (provincial system), and select "Basic Medical Insurance Premiums for Urban and Rural Residents". Click "Payment" or "Others Payment" → select the payment year "2024" and the payment amount is "400 yuan".
2. Alipay payment process:
(2) Click "Next", select yourself or pay for others, select basic medical insurance for urban and rural residents→ confirm the period "2024" and the amount payable "400 yuan".
6. Acquisition of bills
1. Log in to the Jiangsu Provincial Electronic Tax Bureau (https://etax.jiangsu.chinatax.gov.cn/sso/login) of the State Administration of Taxation, and click "Public Service" in the lower right corner of the home page.
2. Click on the social security payment voucher to print.
3. Enter your name, ID number, and mobile phone number to check and print.
7. Special reminder
1. If you pay during the centralized payment period, you can enjoy the medical security for the whole year of the following year. In order to protect your medical insurance rights, please be sure to participate in the insurance and pay continuously year by year, so as not to affect the enjoyment of medical insurance benefits due to interruption of payment.
2. For basic medical insurance payment bills for urban and rural residents, please log in to the → Public Service (lower right corner of the webpage) of the Jiangsu Provincial Electronic Tax Bureau of the State Administration of Taxation → print the social security premium payment voucher (lower left corner of the webpage), →enter your name, ID card number, mobile phone number, → inquire and print.
3. If you are unable to pay due to uninsured or incorrect registration of insurance, please go to the medical insurance agency or the township (street) livelihood affairs bureau or convenience service center for processing.

In order to avoid employers and flexible employees who apply for deferred payment of social insurance premiums from missing the payment period, the relevant matters are hereby reminded as follows: 1. Employers in accordance with the "Notice of the Provincial Department of Human Resources and Social Security and the Provincial Taxation Bureau on the Phased Implementation of the Policy of Deferring the Payment of Social Insurance Premiums for Enterprises in Extremely Poor Industries" (Su Ren She Fa [2022] No. 58), the Provincial Department of Human Resources and Social Security, the Provincial Development and Reform Commission, the Provincial Department of Finance, and the Provincial Taxation Bureau Notice on Issues Concerning the Expansion of the Implementation Scope of the Policy of Deferring the Payment of Social Insurance Premiums in Phases (Su Ren She Fa [2022] No. 70), Notice of the Provincial Department of Human Resources and Social Security, the Provincial Development and Reform Commission, the Provincial Department of Finance, and the Provincial Taxation Bureau on Issues Concerning Further Improving the Implementation of the Policy of Deferring the Payment of Social Insurance Premiums in Stages (Su Ren She Fa [2022]) No. 128) requires that employers who have deferred the payment of the three social insurance premiums may, according to their own production and operation conditions, apply to the social insurance agency to make up the deferred social insurance premiums by the end of December 2023 in installments or monthly after the expiration of the policy, and employers with conditions can make a one-time supplementary payment. Late fees will be waived during the retroactive payment period. Reminder: If the employer fails to make up the payment within the prescribed time limit, it will be charged a late fee of 5/10,000 per day from the next month after the deadline for making the payment. 2. In accordance with the requirements of the Notice of the Provincial Department of Human Resources and Social Security and the Provincial Taxation Bureau on the Phased Implementation of the Policy of Deferring the Payment of Enterprise Social Insurance Premiums in Extremely Difficult Industries (Su Ren She Fa [2022] No. 58), individual industrial and commercial households and all kinds of flexible employees who participate in the basic pension insurance for enterprise employees in their individual capacity can make supplementary payment before the end of 2023 for the unpaid monthly payment in 2022, and the supplementary payment base shall be independently selected within the payment base grade of flexible employment personnel announced by the province in 2023, and the payment period shall be calculated cumulatively. Reminder: If flexible employees fail to make up the payment within the prescribed time limit, they shall not make up the monthly payment before the end of 2023 in 2024.
