The contract performance fee is 300,000 yuan, and the contract is paid 50,000 yuan on the day the contract is signed, and the contract performance fee is made up within 7 days after the contract is signed, otherwise it will be regarded as a breach of contract.
At the same time, the cooperation agreement signed by Houyunhao Company and Guoyou Company also indicates the terms of contract performance money: within 7 working days after the signing of the agreement, Party B (Houyunhao Company) will pay Party A (Guoyou Company) 100,000 yuan as a performance bond, and pay another 900,000 yuan within one month, a total of 1 million yuan, and 100% of the interest-free 100% will be returned to Party B within 3 working days after the agreement is terminated.
Who pays for the project?
Whether it is a project quality deposit or a contract performance fee or a performance bond, it is all related to the project funds, so who will pay for such a project in the end?

Li Guodong said that normal projects first need to be approved, and when the project is established, the source of funds should be explained, and after the project is approved, it is necessary to make an evaluation and financial review, and after the evaluation, public bidding will be carried out in accordance with the regulations, and then it will be implemented. The Tuqiao project did not go through the relevant procedures.
As for the acceptance of the project, Li Guodong said that the county agriculture and rural bureau did receive an invitation, but they refused. "We have never been involved in this project, and all the projects are underground pipe networks, and they have all been buried underground.
In the contract signed between Houyunhao Company and the construction company, the agreement on the payment of the project money is written as follows: after the single project is accepted by the government, the actual completed project quantity shall be reported in the current month, 70% of the completed project quantity shall be paid in the next month, and 27% shall be paid after 60 days, and the remaining 3% of the total project amount shall be paid as a warranty money, which shall be paid within 7 days (without interest) after the completion of the project for one year without quality problems.
The first condition for payment is that the government accepts the goods. However, as far as the Tuqiao Village project is concerned, the government has not participated in it, so how can it be accepted?
