In Rizhao City, 36 departments closely related to the production and life of the masses have established such legal aid workstations. While legal services are linked horizontally, a network of vertical responses is also being rolled out. The Qingdao Municipal Bureau of Justice has built the "12348" legal service line into a platform for the command and diversion of people's mediation work.

In order to allow more people to enjoy inclusive public legal services, Shandong plans to basically build a comprehensive public legal service system covering urban and rural areas and benefiting the whole people in the province within three years, so as to achieve the goals of effective integration of public legal service resources, further expansion of coverage, more reasonable allocation of resources, and significant improvement of service capabilities.
