Last week, a cold wave from the south brought a significant cooling to Shanghai, and Shencheng officially entered a meteorological winter on December 15. It is expected that a new round of cold air will continue to bring cooling from this Wednesday, and the cold wave has not yet subsided.
In the face of the successive cold waves, the District Greening and City Appearance Bureau took quick action to strengthen emergency duty and safety inspections, actively implement various safeguard measures, and earnestly do a good job in the prevention and response of low temperature and cold wave weather, and resolutely fight the first cold wave defense battle this winter.
Before the arrival of the cold wave, the district city appearance and landscape department organized an emergency team to carry out safety inspections on outdoor advertising, signboard facilities and landscape lights in the jurisdiction before the cold wave came. A total of 41 hidden dangers were found, all of which have been notified to the merchants for rectification, and 3 festival lanterns have been disposed of and reinforced. The emergency team also conducted a comprehensive inspection of the landscape lighting project under construction, and required the implementation of anti-freezing and windproof measures, especially for the construction of edge operations and high-altitude operations, in strict accordance with the special construction plan to prevent falling objects from high altitudes and ensure construction safety. In case of strong winds and extremely cold weather, all operations will be suspended.
Since December 15, the District Greening and City Appearance Bureau has gone to various points in the district to deploy cold prevention work.
In the section of Lingshi Road (Gonghexin Road - Wanrong Road), the inspectors carried out safety inspections on the store signs along the street to deal with the cold wave, focusing on the implementation of the rectification of the damage of the store signs in the early investigation, and at the same time required the district city appearance and landscape office to cooperate with all streets and towns to increase the frequency of inspections and hidden danger investigation during the cold wave, implement emergency forces, and efficiently deal with emergencies to ensure the safety and control of outdoor signboards and landscape lights in the whole area.
During the inspection of the public green space project of the 17-01 plot in Shibei Park, the inspectors listened to the introduction of the person in charge of the construction site on the prevention measures for cold wave and low temperature weather, and at the same time required the construction company to implement safety responsibilities, strictly regulate the use of electric fire operations, strengthen the site fence, do a good job in keeping warm for new trees, and make every effort to ensure construction safety.
In the parks and green spaces in the district, the district greening management center pays close attention to the changing trend of low-temperature, rainy and snowy weather, focusing on tropical plants and bare water pipes in parks and public green spaces, water and electricity safety in road class rooms and emergency material reserves, etc., strengthens hidden danger investigation and inspection and supervision, and implements rectification. The workers carried out warm and cold-proof measures for the tropical plants in each park, and also covered the dormant roots with mulch, protected the exposed water pipes, faucets and other facilities with anti-freeze, and wrapped thermal insulation cotton.
In order to prevent rain and snow, each park is equipped with straw bales and grass sheets, which are mainly used for anti-skid road surface in rainy and snowy weather, involving water dispensers, toilets, bridge decks, steps and other slippery road surfaces, and warning signs and anti-skid materials are set up to prevent road icing.
In the face of this cold wave, the district sanitation department has also maintained a high degree of attention, and according to the work requirements of the municipal and district departments on the emergency disposal of rain, snow and freezing disasters, timely do a good job in the reserve of cold-proof materials, strengthen the management of road cleaning and garbage removal operations, and do a good job in coping with ice and snow weather to ensure that the urban environment is clean and safe to operate.
Before the arrival of the cold wave, Jinghuan Branch of Jing'an Urban Development Group quickly arranged personnel to be on duty 24 hours a day, actively prepared all kinds of emergency supplies, set up 10 emergency support teams, set up 177 emergency support personnel, 2 snow shovels, 327 snow ploughs, 17.8 tons of industrial salt of snow melting agent, 590 sacks of straw bags, and 2.6 tons of yellow sand.
At the same time, the sanitation departments have also strengthened the safety education of sanitation operations during the freezing rain and snow weather, strengthened the safety management of sanitation operations, implemented various safety protection measures, reminded front-line operators to add clothes before taking up their posts, distributed ginger tea, warm babies and other cold materials, strengthened the awareness of safety responsibility, and increased the frequency of road inspections.
In order to ensure the safety of vehicles and equipment, the district sanitation department strengthens the maintenance and maintenance of production vehicles, replaces antifreeze and "-10" diesel in a timely manner, and increases the frequency of inspection and maintenance of tires, brakes, suspensions and other important components of operating vehicles to ensure driving safety when the road is icy. At the same time, the outdoor operation box of the operating vehicle is waterproof to prevent the operation switch from freezing after the rain, resulting in the normal use of the vehicle additional devices.
In order to fully ensure the safety of road cleaning operation, the district sanitation department implements targeted operation plan adjustments, completely stops road washing and sprinkling operations when the temperature is lower than 4 °C, and increases the frequency of machine sweeping and manual patrol cleaning to avoid road ice caused by washing operations. Timely sprinkle snow melting agent on overpasses and low-lying roads that are prone to water accumulation, lay straw mats, empty waste bins, and remove garbage at road manholes to ensure road driving safety.
In order to improve the emergency service level of public toilet services, the district city appearance and sanitation department has taken anti-freezing measures for public toilet water pipes, water meters and other equipment, emptied the septic tank in advance to prevent freezing from affecting the normal operation of public toilets, placed safety reminder placards and laid non-slip mats at the entrances and exits of public toilets and places where people frequently enter and exit, and strengthened cleaning of places prone to water stains such as washbasins and urinals in public toilets to ensure the safety of citizens going to the toilet.
The district sanitation department has actively implemented the relevant work requirements, done a good job in scientific research and judgment and emergency support in a timely manner, continued to do a good job in emergency response to rain, snow and freezing weather disasters, and made every effort to ensure the safety of urban operation.
