After the "Lugou Bridge Incident" on July 7, 1937, in the context of the second cooperation between the Kuomintang and the Communist Party, on July 16, the Nationalist Government held a meeting to discuss the declaration of war on Japan. First of all, Japan holds absolute sea supremacy, while China's military supplies cannot be self-sufficient, a considerable part of it needs to be transported by foreign countries, if war is declared, the Japanese government can be a belligerent, through various countries to prohibit all military supplies and military raw materials from entering China, China is not capable of protecting the import of Chinese aid materials from the sea. Only by sacrificing to the end and resisting the war to the end can we win the final victory only with the determination to sacrifice," Chiang Kai-shek wrote on the stone pillars around him: "Cultivate the righteousness of heaven and earth, perfect people in ancient and modern law," which was mutually immersed in the atmosphere of the venue. Although there was no declaration of war on Japan, it expressed the determination of the whole people to resist.
