It was not until after the Xi'an Incident that the chairman of the National Committee decided to cooperate with the CCP that Guo Rugui realized that the country had reached the point of national peril, and he decided to put aside his prejudices and join the national army.

During his tenure in the Nationalist Army, Guo Rugui remained loyal to the Party. He was the highest-ranking and most powerful spy within the Nationalist Government. During the War of Liberation, Guo Rugui revealed the deployment of the national army and the army's advance route to the PLA. With Guo Rugui's assistance, the PLA was able to achieve many victories by fully understanding the enemy's situation, breaking the military gap between the Kuomintang and the Communist Army.
