On October 18, Wang Xiangxi, deputy commander-in-chief of the National Defense Department and minister of emergency management, made arrangements for the defense of typhoon "Sanba", demanding that the spirit of General Secretary Xi Jinping's important instructions on flood prevention and disaster relief be conscientiously implemented, resolutely overcome paralyzing thinking and laxity, closely monitor the development trend of typhoon, analyze and judge on a rolling basis, and fully implement various preventive and response measures to ensure the safety of people's lives. The General Office of National Defense and the Ministry of Emergency Management organized joint consultations between meteorological, water conservancy, natural resources and other departments to analyze and judge the weather, rain, water and tide conditions, point-to-point dispatch of Hainan, Guangxi, Guangdong and other provinces to make targeted arrangements for the implementation of responsibilities, the return of ships to port, flash flood geological disasters and flood prevention of small and medium-sized rivers, personnel transfer and avoidance, news and publicity, etc. According to the provisions of the National Emergency Plan for Flood Prevention and Drought Control, the National General Department of Flood Prevention and Drought launched a four-level emergency response against typhoons at 11 o'clock on the 18th, and sent working groups to Hainan and Guangxi to assist and guide local governments to do a good job in flood prevention and typhoon prevention.

The tropical depression in the South China Sea strengthened into this year's No. 16 typhoon "Sanba" at 14:00 on October 18, the center is located in the sea about 85 kilometers west of Sanya, Hainan, according to the forecast of the meteorological department, it will make landfall this night or wipe the southwest coast of Hainan Island, and gradually turn to the west-south direction in the northern part of the Beibu Gulf in the early morning of the 20th, and then gradually weaken in intensity. Affected by it, from the 18th to the 20th, there will be moderate to heavy rain in most of Hainan Island, central and western Guangdong, southeastern Guangxi and other places, local heavy rain to heavy rain, Taiwan Strait, northern and central and western waters of the South China Sea, Beibu Gulf, Qiongzhou Strait will have 6~7, gusts 8~9 northerly or northeasterly winds.

The prevention of Hainan, Guangxi, Guangdong and other provinces has conscientiously implemented all aspects of typhoon defense in accordance with the national defense president's first plan. Hainan Province has launched a four-level emergency response against typhoon, and key cities and counties are dispatched on a rolling basis. All fishing vessels operating at sea in the waters around Hainan Island (including Beibu Gulf) have entered the port to shelter from the wind, and fishing boats in the waters south of Xisha have taken shelter from the wind. Guangxi Zhuang Autonomous Region Prevention refers to holding a region-wide typhoon prevention work conference to deploy typhoon "Sanba" prevention and response work. Guangdong Province's prevention refers to strengthening consultation, study and judgment and emergency duty, and implementing typhoon defense measures at sea and land.

The tropical depression in the South China Sea has strengthened into this year's No. 16 typhoon "Sanba" at 2 o'clock in the afternoon today (18th), and at 5 o'clock in the afternoon its center is located in the South China Sea about 75 kilometers southwest of Sanya City, Hainan Province, that is, 17.9 degrees north latitude, 108.9 degrees east longitude, the maximum wind near the center has 8, the lowest pressure in the center is 1000 hPa, and the radius of the seven-level wind circle is 80-120 kilometers.

It is expected that "Sanba" will move north-west at a speed of about 15 kilometers per hour, gradually strengthening in intensity, and will make landfall or wipe the coast from Sanya, Hainan to the east this night, and gradually turn to the south-west in the northern part of the Beibu Gulf on the night of the 19th, and then gradually weaken in intensity.

Gale forecast: from 20 o'clock on the 18th to 20 o'clock on the 19th, there will be 5-6 level winds along the coast of Guangdong, Guangxi and Hainan Island, 6-7 level winds in the north and central and western parts of the South China Sea, Beibu Gulf, Qiongzhou Strait, and the western and southern coasts of Hainan Island, and the wind force in some sea areas passed by the typhoon center can reach 8-10 and gusts of 11-12.

Precipitation forecast: from 20 o'clock on the 18th to 20 o'clock on the 19th, there will be heavy to heavy rainfall in parts of southern Guangxi, southwestern Guangxi, Hainan Island and other places, among which, there will be heavy rainfall in the southeast coast of Guangxi and the northern part of the Leizhou Peninsula.

Defense Guidance:

1. The government and relevant departments shall do a good job in typhoon prevention and emergency response in accordance with their duties.

2. Water operations in relevant waters and passing ships shall return to port to avoid the wind, strengthen port facilities, and prevent ships from anchoring, grounding and collision.

3. Stop outdoor hazardous operations such as indoor and outdoor large-scale gatherings and high altitudes.

4. Reinforce or dismantle the structures that are easy to be blown by the wind, personnel should not go out at will, should stay in a windproof and safe place as much as possible, ensure that the elderly and children stay in the safest place at home, and the dangerous housing personnel are transferred in time. When the typhoon center passes by, the wind will decrease or remain still for a while, remember that strong winds will blow suddenly, and you should continue to stay in a safe place to shelter from the wind.

5. Relevant areas should pay attention to preventing flash floods and geological disasters that may be caused by heavy precipitation.
