According to the official website of the Ministry of Finance, on the afternoon of 28 September, relevant responsible comrades of the Organization Department of the CPC Central Committee attended a meeting of leading cadres of the Ministry of Finance and announced the central authorities' decision: Comrade Lan Foan was appointed secretary of the leading party group of the Ministry of Finance and Comrade Liu Kun was removed from his post as secretary of the leading party group of the Ministry of Finance.

Previously, Lan Foan was the secretary of the Shanxi Provincial Party Committee, and Liu Kun was the secretary of the party group and minister of the Ministry of Finance. According to public information, Lan Fo'an was born in June 1962, a native of Huidong, Guangdong, and served as the vice mayor of Dongguan City, Guangdong Province, the deputy director of the Provincial Department of Finance, the secretary of the party group and director of the Provincial Audit Office, the secretary of the Shaoguan Municipal Party Committee, etc., the vice governor of Guangdong Province in January 2016, and the standing committee member of the Hainan Provincial Party Committee and the secretary of the Provincial Discipline Inspection Commission in March 2017.

In April 2021, Lan Foan was appointed deputy secretary of the Shanxi Provincial Party Committee and was elected governor of Shanxi Province in June of the same year. He is a member of the 19th Central Commission for Discipline Inspection and a member of the 20th Central Committee.

Liu Kun, born in December 1956, a native of Raoping, Guangdong, served as Deputy Director of the General Office of the Guangdong Provincial Government, Deputy Secretary-General of the Provincial Government (at the level of the main department), Director of the Provincial Department of Finance and Secretary of the Party Group, Vice Governor of Guangdong Province in July 2010, Member of the Party Group and Vice Minister of the Ministry of Finance in May 2013, Member of the Party Group of the Standing Committee of the National People's Congress, Director of the Budget Work Committee of the Standing Committee of the National People's Congress, and Vice Chairman of the Finance and Economic Committee of the 12th National People's Congress in December 2016.

In March 2018, Liu Kun was appointed Secretary of the Party Group and Minister of the Ministry of Finance. He is a member of the 19th Central Commission for Discipline Inspection.
