Xuzhou: Multiple measures to create a "drug-free Pengcheng"

Since the beginning of this year, the Xuzhou Municipal Public Security Bureau of Jiangsu Province has focused on the "drug-free Pengcheng" and achieved remarkable results in the anti-drug work by strengthening the linkage of multiple police, combing the drug-related grid, and launching three-dimensional propaganda. A total of 139 local drug addicts were investigated and punished in the city, 31 local drug-related criminal suspects were arrested, down 31% and 42% year-on-year, respectively, 19 people were subjected to compulsory isolation for drug rehabilitation, down 51% year-on-year, and the detection data of domestic sewage drug situation was at one of the lowest levels in the country.

"Zero tolerance" in drug abuse and trafficking cases

The anti-narcotics department of the Xuzhou Municipal Public Security Bureau and the traffic police department have established a joint law enforcement mechanism of "alcohol and drug inspection" to carry out the investigation and seizure of drug drivers; set up a drug investigation and seizure squad, established a mailing and delivery inspection mechanism with the public security department, and strengthened the security inspection of parcels transiting through Xuzhou; and jointly established the "road-to-land integration inspection and seizure work mechanism" with the Xuzhou Public Security Department of the Shanghai Railway Public Security Bureau to strengthen the inspection of passing passengers.

In view of the new characteristics of drug-related cases, such as complex and changeable, upstream and downstream serialization, and networking of drug situations, the Xuzhou Municipal Public Security Bureau has strengthened the multi-police linkage mechanism, gathered the joint force of crackdown, extended the tentacles of cracking down on drug abuse and trafficking case leads, severely cracked down on drug abuse and drug trafficking, and gradually formed a model of investigation and cracking cases with local characteristics.

In April this year, the anti-narcotics detachment police obtained an important clue through the relevant police departments, and a suspicious package sent from Xishuangbanna, Yunnan Province, to a certain place passed through Xuzhou. After clarifying the identity of the suspect, the anti-drug police quickly joined hands with the traffic police, patrol special police and the police of the police station under their jurisdiction to squat near the logistics point, and arrested the criminal suspect Li Mou who drove to pick up the pieces.

According to statistics, the newly discovered (first seized by the public security organs) Xuzhou local drug addicts have dropped sharply for three consecutive years, as of now, the local drug situation in Xuzhou has shown a good situation of "zero manufacturing, zero trafficking, low relapse, and less new inhalation".

Recently, the Xuzhou Municipal Public Security Bureau carried out the second round of special inspection of more than 500 precursor chemical enterprises, found and rectified 9 potential safety hazards on the spot, and issued rectification notices and administrative punishment decisions for 3 of them in accordance with relevant management regulations, and implemented rectification responsibilities, time limits and measures.

Insisting on early control and small control, keeping a close eye on the loss of drug-making raw material equipment and places with hidden dangers, the Xuzhou Municipal Public Security Bureau has carried out a combing net clearance action to sort out all elements around personnel, raw materials, equipment, venues and other elements, and achieved the "three hundred" goal of 100% verification of precursor units, 100% verification of raw materials and equipment of precursor chemicals, and 100% of the parts of key complex sites, ensuring full coverage of safety supervision.

In addition, the Xuzhou Municipal Public Security Bureau implements the anti-drug big data strategy, through the establishment of a professional database of drugs and a data analysis model of "crackdown and control", focusing on the production, operation, purchase, transportation, storage, use, import, export and other links of precursor chemicals, timely investigation of precursor chemicals with risk of loss, and build a solid anti-drug defense line in Xuzhou.

Through the selection of relevant courses, the police interpret the law in the form of cartoons, micro-videos and other forms that teachers and students like to hear, combined with typical anti-drug cases. The Xuzhou Municipal Public Security Bureau has carefully created a theme class of "Reject Drugs, Share Sunshine", which will be promoted by the anti-drug police in primary and secondary schools in the city, and build a strong anti-drug defense line centered on teenagers.
