In order to fully implement the spirit of General Secretary Xi Jinping's important instructions on "the integrated development of Changzhutan should continue to grasp and achieve greater results", and accelerate the promotion of Changzhutan metropolitan area into an important growth pole in the country, this action plan is hereby formulated.

Action goals
Accelerate the construction of a modern industrial system with dislocation development, complementary advantages, coordination and efficiency, and further improve industrial concentration and matching rate; Promote the formation of a comprehensive transportation system and a convenient and efficient modern logistics system to open up the "main arteries" and smooth the "microcirculation"; Promote the sharing of public services within the city, improve the institutional mechanism for the integrated development of urban and rural areas, gradually promote the extension of high-quality resources in education, medical and other fields, and promote the coordination of government service policies, data sharing, and business handling; Strengthen the coordinated management of the ecological environment to make the sky bluer, the mountains greener and the water clearer.
By 2025, the GDP of Changzhutan will exceed 2.5 trillion yuan, the permanent population will reach 17.5 million, and the urbanization rate will reach 80%. The total number of 100 billion industrial clusters exceeded 15, basically realizing the "one-hour commuting circle", the total logistics cost accounted for less than 13% of the regional GDP, the proportion of days with good air quality in the city reached more than 86.4%, the water quality of the Changzhutan section of the main stream of the Xiangjiang River was stable at Class II., the forest coverage rate in the core area of the green heart was significantly improved, and a basic public service system with universal coverage, inclusive sharing and urban and rural integration was formed.

(1) Implement industrial innovation and concerted action
1. Guide the differentiated layout of the industry. Promote the construction of an industrial development pattern with clear positioning, reasonable layout and distinctive characteristics. Changsha, continue to enhance the international competitiveness of construction machinery industry clusters, build a world-class industrial cluster; Expand and strengthen the national new-generation autonomous security computing system industrial cluster, and strive to achieve an output value of more than 200 billion yuan; Accelerate the promotion of advanced energy storage materials, new energy vehicles, biomedicine and other industries to strive for national industrial clusters, strive to build a leading audio and video industry cluster in China, and actively deploy strategic emerging industries such as artificial intelligence and intelligent networked vehicles. Zhuzhou, promoting the advanced rail transit equipment industry to leap to a world-class industrial cluster; Develop and expand the national industrial cluster of small and medium-sized aircraft engines, and strive to achieve an output value of more than 100 billion yuan; Actively strive to create national-level industrial clusters in industries such as advanced hard materials and tools, and advanced ceramics, and accelerate the development of strategic emerging industries such as Beidou application, new power and equipment manufacturing, and new polymer materials. 2. Promote industrial collaboration. With the industrial park as the spatial carrier, guide the construction of an industrial collaborative system with echelon distribution, chain supporting and close cooperation. Improve the leading industrial agglomeration degree of state-level parks such as Changsha Economic Development Zone, Changsha High-tech Zone, Zhuzhou High-tech Zone, and Xiangtan Economic and Technological Development Zone, rely on leading enterprises and chain master enterprises to form advantageous characteristic industrial alliances, implement the action of "strengthening the chain to supplement the chain and extend the chain", and enhance the industrial driving force. 3. Promote the joint construction of scientific and technological innovation platforms. Formulate and implement a new round of three-year action plan for the construction of Changzhutan National Independent Innovation Demonstration Zone, and create a national regional science and technology innovation center. Accelerate the construction of a national innovation platform system that matches the advantageous and characteristic industries, focus on promoting the physical operation of the "four major laboratories", and complete the construction of the "four major scientific devices" according to nodes. Accelerate the construction of Xiangjiang Science City and launch the first projects such as Hunan University Science and Technology Innovation Port. Support innovative leading enterprises such as CRRC to establish national key laboratories and jointly carry out key core technology research. By 2025, more than 15 high-level national innovation platforms will be added; The "4+4 Science and Technology Innovation Project" gathers more than 4,000 scientific research teams and has overcome more than 400 key core technologies.
4. Build a mechanism for industrial collaboration. Establish the "eight ones" promotion mechanism in the form of "provincial overall planning and municipal cooperation": formulate a Changzhutan integrated industrial development guidance catalog; Compile a digital map of industries; Introduction of a package of functional industrial policies; forming a campus alliance; Establish a unified investment promotion service platform; Organize and carry out unified major investment promotion activities; Build a number of industrial common brands; Launched the implementation of the special action to optimize the integrated business environment of Changzhutan.
(2) Implement infrastructure connectivity actions
5. Promote the construction of Rongcheng arterial roads. Focus on opening up the "obstructed" and "severed" parts of intercity arterial roads, and by 2025, complete the construction of seven 50-kilometer Rongcheng arterial roads. Changsha Xiangjiang Avenue-Xiangtan Binjiang Road was completed to improve the riverside landscape on the east bank of the Xiangjiang River and relieve the traffic pressure of Furong Avenue; Changsha Xinshaoshan Road-Xiangtan Zhaoshan Avenue was completed, opening up a fast passage from Xiangtan to Changsha South Bus Station; The southern extension of Changsha Hongqi Road was completed, and the fast passage from Zhuzhou to Changsha South High-speed Railway Station was opened; The eastern extension of Baiyun Road in Xiangtan - Xiaoxiang Avenue in Changsha was completed, relying on the Xiangjiang Special Bridge in Xiangping to open up a fast passage between Jiuhua in Xiangtan and Rongcheng area in southern Changsha; Xiangtan Zhaoyun Avenue-Zhuzhou Yunfeng Avenue was built, opening up the east-west express passage in the central area of Changzhutan; Zhuzhou Xinma South Road-Xiangtan Yunlong East Road was built, and the fast passage of Zhuzhou High-tech Zone and Xiangtan Tianyi Economic Development Zone was added; Changsha Baiting Road-Xiangtan Yingai Road was built, and the express passage between Xiangtan and Xiangjiang New Area was added.
6. Accelerate the construction of Changzhutan on the track. Implement the multi-level rail transit plan of Changzhutan metropolitan area, and focus on promoting the construction of three rail transit lines with a total of 177 kilometers. Accelerate the construction of the rapid rail transit ring line in the main urban area of Changzhutan and start the construction of the Changzhu intercity railway. Strengthen the linkage between the main urban area and the surrounding towns, and start the construction of Changning and Changliu urban (suburban) railways.
7. Improve the expressway network. Encrypt the Changzhutan expressway network, focusing on promoting the construction of 6 expressways with a total of 418 kilometers. Construction of the Xuguang Expressway Tea Pavilion Interconnection to Changsha Ring Expressway, adding a northbound passage to Yueyang; Construction of the Liuyang-Jiangbei Expressway to increase the eastbound passage to Jiangxi; Construction of the expansion project of the section from Changsha Guangfu to Zhuzhou Wang Shiwan (Zhuting) section of the Beijing-Hong Kong-Macao Expressway to smooth the north-south traffic artery. Strive to start the construction of the Liuyangsha City to Ningxiang (Changsha North Heng Expressway), Zhuzhou to Shaoshan (Changsha South Heng Expressway), Ningshao Expressway South Extension Project, and build the Changsha-Zhutan "Japanese Zig" Expressway Grand Ring Road.
8. Create a "zero-distance transfer" transportation hub. Build a comprehensive transportation transfer center of Changsha Airport with high standards, and build a gateway hub with seamless connection of civil aviation, high-speed rail, rail and bus. Improve the transfer capacity of Changsha South Railway Station, Changsha West Railway Station, Zhuzhou West Railway Station and Xiangtan North Railway Station, build an important hub for seamless connection of high-speed rail, rail and bus, and focus on promoting smooth transfer between Changsha West Railway Station and Changsha Metro Line 2. Strengthen general hubs such as intercity railways, subways, and bus terminals, strengthen connections with bus and parking systems, focus on promoting seamless transfer between City Railway Pioneer Station and CITIC Plaza Station of Changsha Metro Line 1, and optimize the number of buses at encrypted intercity railway stations.
9. Improve the shipping capacity of the water transport system. Smooth the "one main and two branches" water transport channel, accelerate the construction of the first-class waterway from Changsha to Chenglingji on the Xiangjiang River and the three-line lock project of the comprehensive hub of Changsha on the Xiangjiang River, strive to start the construction of Lianshui and Zhushui waterways, open up the logistics channel of the waterway in central Xiang, and realize the water transport connection between Xiangjiang and Jiangsu provinces. Accelerate the construction of Changsha Port, Zhuzhou Port and Xiangtan Port, complete the construction of four berths in the first phase of Xiangyin Yugong Port, and build Changzhutanyue Combined Port. Supplement the port capacity demand of key enterprises, and promote the second phase of the Xiangtan Wide and Thick Plate Terminal Project, the supporting terminal project of Zhuzhou Datang Huayin Coal Power Project and other projects.
10. Build an efficient and connected logistics network. With the goal of strengthening the foundation, supplementing the chain and reducing costs, we will accelerate the construction of a modern logistics system of Changzhutan that is deeply integrated into the domestic and international dual circulation. Strengthen the international logistics channel and national logistics hub, and coordinate to promote the construction of five major channels: international passenger and cargo integrated air channel, China-Europe express train (Changsha), Xiang-Guangdong non-rail-sea combined transport (Zhuzhou), river-sea combined transport (linkage with Chenglingji), and docking with the new land-sea channel in the west (linkage with Huaihua), relying on Changsha national logistics hub bearing the city, and jointly building four types of logistics hubs: dry port, production service, commercial service, and airport. Make up for the shortcomings of cold chain logistics and rural logistics, rely on Changsha Red Star, Yunleng and other agricultural product trading centers, and jointly build a national backbone cold chain logistics base. Build a logistics collection and distribution system that matches industries, parks and key enterprises, build multimodal transport demonstration projects (Changsha) and freight systems such as Zhuzhou and Xiangtan public rail-water combined transportation, and improve the distribution network system of the same city.
11. Accelerate the construction of new infrastructure. The "Ningdian into Xiang" UHV project was completed. By 2025, the power supply capacity of the grid will exceed 20 million kilowatts. Accelerate the construction of charging infrastructure along highways, residential areas, public parking lots and other places, and the service radius of public charging facilities in central urban areas is less than 1 km. About 50,000 5G base stations have been built to achieve continuous coverage of 5G networks in urban and rural areas. Promote the integrated application of 5G in scenarios such as autonomous driving, ultra-high-definition video, and massive Internet of Things, and build a 5G demonstration city cluster.
(3) Implement public service co-construction and sharing actions
12. Promote the extension of the coverage of quality educational resources. Optimize the layout structure of colleges and universities, establish and upgrade a number of colleges and universities, and promote the steady and orderly transfer of independent colleges; Establish university alliances to promote the joint construction of high-level disciplines, mutual recognition of credits at the same level, and the opening and sharing of teaching resources and facilities and equipment. Support Changsha high-quality high schools to establish cross-regional school communities with provincial model high schools in Zhuzhou and Xiangtan to promote the shared development of teaching management, curriculum teaching, and teacher training. Establish an exchange and training mechanism between principals and teachers in Changzhutan, and support retired famous teachers to carry out teaching and teacher training.
13. Improve the school-enterprise cooperation mechanism for the integration of industry and education. Promote the construction of national pilot cities for the integration of industry and education, and build a school-enterprise cooperation service platform. Support enterprises to rely on industry alliances and industry associations, through apprenticeships with Chinese characteristics, special training programs for field engineers, order classes, etc., to provide internship and practical training positions and employment opportunities for vocational college students. Accelerate the construction of Changsha Vocational Education Base and Jiulangshan Vocational Education Science and Technology Innovation City, and coordinate staff training and teacher training.
14. Promote the equalization of high-quality medical resources. Establish the National Medical Center of Xiangya Hospital of Central South University, and jointly build a medical science highland and a large health industry zone in Rongcheng Center. Promote the completion and operation of major projects such as the Yuelu Campus of the First Affiliated Hospital of Traditional Chinese Medicine, the National Base for the Prevention and Control of Epidemic Diseases of Traditional Chinese Medicine of the Second Affiliated Hospital of Provincial Traditional Chinese Medicine, the West Branch of the Provincial Children's Hospital, and the National Emergency Medical Rescue Base of the Second Xiangya Hospital of Central South University, and build a high-quality integrated medical service system with wide coverage and high level. Establish the Changzhutan Medical Consortium to strengthen the training of medical personnel and the construction of grassroots medical facilities. Fully open the direct settlement of medical insurance personal accounts with medical insurance electronic vouchers for long-distance consumption, and gradually promote the "one-card" for medical treatment.
15. Promote "cross-city and one-network handling" of government services. Promote more high-frequency matters to be "handled through one network" and "one thing at a time". Upgrade the Changzhutan "cross-domain general office" online and handheld special area, build the "Xiangyi Office" Changzhutan service zone, and realize more than 100 government service matters "cross-city universal office". Promote the electronic aggregation and application of commonly used licenses in employment, social security, and other fields, and realize mutual recognition of more than 200 electronic licenses (certificates). Improve the communication and cooperation mechanism of the offline window of "cross-domain universal office", and strengthen the service capabilities of offline collection agency and multi-place joint office.
(4) Implement actions for joint protection and co-governance of the ecological environment
16. Comprehensively improve the quality of the atmospheric environment. Implement the action of meeting urban ambient air quality standards in Changzhutan and transmission channels, establish regional air pollution emergency information sharing and joint prevention and control mechanisms, and regularly carry out PM2.5 monitoring and source analysis in autumn and winter and ozone in summer. Coordinate the pollution rectification of industrial enterprises, motor vehicles, catering fumes and other key areas, complete the ultra-low emission transformation of Valin Xianggang, and realize the new energy of all buses.
17. Continue to do a good job in the protection and governance of the Xiangjiang River Basin. Coordinate to promote the comprehensive management of "Changsha, one river, one lake and six rivers", "Zhuzhou, one river and eight ports" and "one river in Xiangtan and one river, two waters, one reservoir and one canal" to ensure the safety of production and domestic water. Continue to strengthen the protection of important water sources, coordinate the construction of secondary water sources and emergency water sources, and basically complete the construction of beautiful rivers and lakes such as Liuyang River. Continue to strengthen the rectification of key pollution sources and polluted areas, complete the investigation and rectification of the sewage outlet of the Changzhutan section of the main stream of the Xiangjiang River, accelerate the treatment of residual pollution in Zhuzhou Qingshuitang, Xiangtan Zhubu Port and other areas, and basically eliminate black and odorous water bodies in rural areas in built-up areas of county-level cities and green heart areas.
18. Enhance the ecological value of green hearts. Comprehensively launch the Green Heart Green Enhancement and Green Replenishment Action to improve the greening level of the Green Heart Cross ecological corridor. By 2025, more than 1.5 square kilometers of forest land will be added, more than 10 square kilometers of replanting area will be added, more than 20 square kilometers of forest facies transformation will be completed, and the construction of 45 kilometers of core greenways will be completed. Optimize and adjust the overall plan of the ecological green heart area of the Changzhutan urban agglomeration in accordance with the prescribed procedures. Build a high-standard green heart central park, accelerate the construction of Changsha Olympic Sports Center Park, Flower and Horticulture Expo Park, International Summit Center and Shennong Hundred Grass Garden and other projects. Select Changsha Xingmazhou, Zhuzhou Gusangzhou, Xiangtan Qixing Village and other characteristic blocks to explore new models such as ecological restoration, polluted land treatment, and ecological village rejuvenation.

Safeguards
(1) Strengthen organizational leadership. Unswervingly take the integration of Changzhutan as a major strategy for the coordinated development of the province and continue to advance, face up to problems, overcome difficulties, and ensure greater results. The Provincial Development and Reform Commission (Governor Zhutan Integrated Development Affairs Center) should strengthen the overall coordination, regular scheduling, and follow-up supervision of the implementation of the action plan. The three cities of Changzhutan should earnestly perform their main responsibilities and conscientiously organize implementation in accordance with the requirements of the action plan. Relevant provincial departments should take the initiative to seek the support of national ministries and commissions, and promote the action plan in accordance with the division of duties.
(2) Strengthen reform and innovation. Within the scope permitted by laws and regulations, the study will promote the extension of the provincial-level economic and social management authority delegated to Changsha City and Hunan Xiangjiang New Area to Zhuzhou City and Xiangtan City, and carry out a larger scope and deeper decentralization in batches. Strive for the pilot project of national comprehensive reform of market-oriented allocation of Changzhutan factors.
(3) Strengthen key element safeguards. Further increase financial support for major projects such as Rongcheng arterial roads and Changzhutan on railways by striving for state financial support, provincial-level organizations issuing new local government bonds, making good use of various market-oriented financing tools, and guiding the participation of private capital. The construction land indicators of major projects shall be solved by the provincial level, and a "green channel" for the approval of major projects shall be established and improved.
(4) Strengthen statistical evaluation. Establish and improve the statistical system for the integrated development of Changzhutan, strengthen the assessment and evaluation supervision of the key tasks of the action plan, carry out annual evaluation of the implementation, and promote the implementation of the action plan.
