On August 17, the Jiangsu Provincial Consumer Protection Commission issued a document saying that it is okay for merchants to consider profits, but they cannot unreasonably pass on operating costs to consumers in the form of charging additional fees to consumers at will in order to reduce costs. The reason for these problems is that there are currently only reasons for charging for takeaway packaging, and there are no detailed rules for charging.
