2023 Army Open Recruitment Announcement for Civilian Personnel in the Professional Skills category

In accordance with the Regulations on Civilian Personnel of the Chinese People's Liberation Army of the People's Liberation Army and relevant policies, the following announcement is made on matters related to the open recruitment of civilian personnel in the professional skills category of the Army in 2023.

1. Recruitment positions

A total of 1,873 people were recruited for positions below level 3 in professional skills such as instructors, custodians, repairmen, cashiers, hygienists, and drivers of employers affiliated to the Army.

2. Recruitment targets

Social personnel (including fresh graduates of colleges and universities and retired soldiers) who meet the qualification requirements for the recruitment position. According to the relevant policies of the military, priority is given to the recruitment and employment of qualified retired servicemen for civilian positions, and military martyrs, spouses and children of servicemen who died in the line of duty, brothers and sisters of unmarried military martyrs, and spouses of active-duty military personnel may be recruited.

3. Application requirements

Applicants shall meet the basic requirements stipulated in the Regulations on Civilian Personnel of the Chinese People's Liberation Army, and at the same time:

1. Political conditions. It shall comply with the relevant provisions on political evaluation of the recruitment and employment of civilian personnel by the military.

2. Eligibility. Should have the corresponding professional (work) vocational skill qualifications required by the post or have the ability required by the post.

3. Academic qualifications. Should have the corresponding academic qualifications required by the post.

4. Age condition. Those who apply for professional skills level 3 or below and ordinary workers should not be more than 35 years old (born between August 1987 and August 2005), and the specific age required by the post shall prevail.

5. Physical condition. It shall meet the standard requirements for physical examination for civilian personnel recruited and hired by the military.

6. Other conditions. Under the premise of meeting the above conditions, the specific application conditions shall be determined by the employer according to the needs of the work.

The deadline for applicants to obtain the corresponding academic and vocational qualifications is July 31, 2023.

Active duty personnel cannot apply.

Persons who have been criminally punished for crimes, persons who have been expelled from the Communist Party of China, persons who have been dismissed from public office, persons who have been listed as targets of joint punishment for untrustworthiness in accordance with law, persons who have been found to have committed serious violations of hiring discipline such as fraud in the recruitment of civil servants, staff of public institutions, and military civilian personnel, personnel who have been dismissed (dismissed) by military employing units or organs and public institutions for less than five years, and persons in other circumstances where laws and regulations provide that they must not be recruited or employed as civilian personnel, must not apply for examinations.

Applicants shall not apply for the post of a leading member of an employer with which a military personnel who has a conjugal relationship, a lineal blood relationship, a collateral blood relationship within three generations, or a close in-law relationship with whom they are related, nor shall they apply for a post in which a military personnel has a conjugal relationship, a lineal blood relationship, a collateral blood relationship within three generations, a post in which both parties are directly subordinate to the same leading personnel in the same organ or have a direct superior-subordinate leadership relationship, as well as an organizational, personnel, discipline inspection, supervision, auditing and financial post in an organ where one of them holds a leading position.

4. Recruitment procedures

1. Announcement of recruitment information. The Army publishes information about recruitment positions to the public through the Military Talent Network (website: http://www.81rc.mil.cn or http://81rc.81.cn).

2. Register online. The registration period is from 08:00 on July 19 to 18:00 on July 28. Applicants register and log in to the 2023 Public Recruitment Professional Skills Civilian Personnel Registration System (http://211.166.6.67:9001/tyzpwb/) of the Military Talent Network, truthfully fill in personal information, and select the employer and the position they apply for. When choosing a position, you need to confirm whether you meet the corresponding conditions one by one, and if you are not sure, you can contact the employer for consultation. Once the registration information is confirmed, it cannot be changed.

3. Eligibility Review. Candidates who have successfully registered should take the initiative to contact the employer by phone before 18:00 on July 31 and provide relevant qualification examination certification materials as required. Those who fail to pass the examination or fail to provide supporting materials as required shall not be arranged to participate in the examination.

The qualification review runs through the whole process of recruitment, and once it is found that it does not meet the recruitment requirements, the examination assessment and employment qualifications will be cancelled immediately.

4. Examination assessment. Applicants can consult the employer by phone, print the admission ticket on the designated website, and participate in the theoretical examination and skill assessment with the admission ticket or resident ID card. The time and place of theoretical examination and skill assessment shall be subject to the employer's telephone, SMS, email and other notices, please keep the relevant contact information open.

The total scores of theoretical examinations and skill assessments are converted according to the 100-point system, of which 40% of theoretical test scores (including policy extra points) and 60% of skill assessment scores.

The following persons who pass the registration qualification check and obtain valid examination results will enjoy extra points:

(1) Spouses and children of military martyrs, spouses and children of military personnel who died in the line of duty, and brothers and sisters of unmarried military martyrs are added 10 points.

(2) Spouses and children of active-duty military personnel, retired servicemen in the current year (2023), servicemen who died of illness in the current year, and active-duty cadres converted to civilian personnel, social employees who have worked in the military for 5 years, and retired servicemen who have served for 5 years, 5 points will be added.

(3) Social employment and retired servicemen who participate in operations, military operations with operational background, and non-war military operations approved by the Central Military Commission or the organs and commissions of the Central Military Commission shall be given 5 points if their outstanding performance is evaluated by the dispatching unit. Among them, 15 points are added for those who belong to the spouses and children of military martyrs and military personnel who died in the line of duty, and the brothers and sisters of unmarried military martyrs; 10 points will be added to those who belong to the spouses and children of active-duty military personnel, retired servicemen in the current year (2023), servicemen who died of illness in the current service, and active-duty cadres converted to civilian personnel.

If the applicant meets the additional points stipulated in the above provisions at the same time, the extra points of the examination results will not be accumulated and shall be determined according to the highest situation.

5. Physical examination. Medical examinations are conducted at designated medical institutions. If the applicant has any doubts about the results of the physical examination, he or she may apply to the employer for a re-examination within 3 days of receiving the results of the physical examination. Among them, for items that can affect the examination results by taking drugs or other treatment methods, the receiving hospital will not review the examination, and the physical examination conclusion shall be subject to the preliminary examination conclusion. If a re-examination is required in accordance with the regulations, the employer shall organize and implement it, and the results of the physical examination shall be subject to the conclusion of the re-examination.

6. Determine the preselected objects. According to the ratio of 1:2 of the number of candidates to be recruited, the employer determines the pre-selection objects from high to low according to the total score of theoretical examination, skill assessment and physical examination results, among which, those with skill assessment scores below 60 points shall not be used as pre-selection objects; If the total score is the same, the ranking shall be determined according to the skill assessment score and the operational skill sub-score.

7. Political assessment. Organize and implement it in accordance with the relevant provisions on military recruitment and political evaluation of recruitment. Political evaluation is mainly based on the assessment of one's political and ideological performance, focusing on the assessment of supporting and implementing the party's theories, lines, principles, and policies, abiding by state laws and regulations, political stances, political attitudes, and actual performance in major issues of principle and major political struggles, abiding by political discipline and political rules, moral character, religious beliefs, social interactions, honesty and trustworthiness, and going abroad (border), as well as the political backgrounds and violations of the law and crimes of family members, parents of spouses, and brothers and sisters who do not live together.

8. Determine who to hire. For pre-selected candidates who pass the political assessment, the employer determines the target to be hired according to the total score of the examination, and the army makes public announcements through the military talent network to accept social supervision, and the publicity time is 5 working days.

If the target voluntarily gives up the qualification for the proposed employment, the employer may replace the pre-selected candidates who have passed the physical examination and political assessment according to the total score of the theoretical examination and skill assessment from the highest to the lowest.

9. Approve employment. Candidates who have no objection to the announcement or whose problems do not affect employment shall handle employment approval in accordance with the prescribed authority and sign an employment contract.

5. Warm reminder

According to relevant policies and regulations, the employment management and welfare benefits of professional and technical civilian personnel are different from those of management and professional and technical civilian personnel, and the employment system is implemented and employment contracts are signed.
