Yu Guangwei presided over the ninth executive meeting of the county government in 2023

On July 11, Yu Guangwei, deputy secretary of the county party committee and county magistrate, presided over the 9th executive meeting of the county government in 2023, and invited Xing Jixiao, a fourth-level researcher of the Municipal Bureau of Justice, to make a special report on "Accelerating the Standardization of Administrative Law Enforcement under the Guidance of Xi Jinping Thought on the Rule of Law".

Xing Jixiao took the practice of administrative law enforcement as the main line, elaborated and explained from the two aspects of administrative law enforcement entities and administrative law enforcement procedures, and combined with legal practice, using a large number of vivid and detailed typical cases, to conduct an in-depth and easy-to-understand analysis. The report has a broad vision, is authoritative and accurate, and is reasonable, providing a clear legal basis for our county to do a good job in the next step.

Yu Guangwei demanded that all departments at all levels should unify their thinking and understanding, take the promotion of administration according to law as a basic and overall work, earnestly perform the duties of the first person responsible for promoting the construction of the rule of law, persist in exercising their functions and powers according to law, and ensure that government work always runs on the track of rule of law. It is necessary to strictly enforce the law enforcement procedures, exercise power and perform duties in accordance with the seven procedural stages of administrative law enforcement, and consciously ensure that the law cannot be done without authorization, and statutory duties must be performed. We must always take laws and regulations as the basic criterion and fundamental basis for thinking about problems, doing work, and solving problems, and model compliance with laws and regulations. It is necessary to continuously strengthen the construction of the law enforcement contingent, focus on cultivating a contingent of rule of law cadres with high political quality, good legal literacy, and strong work ability, and improve the ability and level of government rule of law construction under the new situation. It is necessary to strengthen the supervision of administrative law enforcement, seriously investigate and deal with acts such as inaction, indiscriminate action, and slow action, promote fair, civilized, and strict law enforcement, ensure smooth implementation of government decrees and effective law enforcement, and strive to build a government that is satisfactory to the people.
