In March 1927, according to the activities of Qingpu party members and the actual needs of struggle, Hou Shaoqiu, secretary of the CPC caucus of the Jiangsu Provincial Party Department of the Kuomintang, sent Gao Ersong back to Qingpu to establish the first independent branch - the Qingpu Independent Branch of the CPC.

At that time, there were 33 Communist Party members and Komsomol members. On March 22, 1927, the third armed uprising of Shanghai workers was victorious. On the same day, the Northern Expedition army reached Qingpu, and the governor of Qingpu County fled. In view of the situation of cooperation between the Kuomintang and the Communist Party at that time, the county government and the Qingpu County Party Department of the Kuomintang were established. Most of the main leading positions in the county government and the county party department are held by members of the Communist Party of China. The Qingpu Independent Branch of the Communist Party of China actually became the core of leadership of the county government and the county party department.

Under the leadership and organization of the Qingpu Independent Branch of the CPC, mass organizations such as Qingpu County Trade Unions, trade unions in various industries, county business associations, and county education associations were established one after another. After the "April 12" counter-revolutionary coup d'état in 1927, the right wing of the Kuomintang colluded with gangsters and wanted Gao Erson and others. Many Communist Party members went into hiding in their hometowns, the independent branch of Qingpu lost contact with its superiors, the party organization in Qingpu County was seriously damaged, and the mass organizations also disintegrated; the revolutionary activities in Qingpu turned to a low ebb; many party members were forced to transfer; the small number of party members left behind persisted in the struggle and actively sought out higher-level party organizations, while breaking into the county and district party offices of the Kuomintang and controlling the political situation in Qingpu.
In August 1927, the Qingpu County Party Organization connected with the Jiangsu Provincial Committee of the Communist Party of China. In the same month, under the leadership of the Jiangsu Provincial Committee of the Communist Youth League, a special branch of the Communist Youth League Qingpu was established.

In September 1927, the Jiangsu Provincial Party Committee appointed Ye Changyi as the secretary of the Qingpu Independent Branch of the CPC, and established three special branches in Qingpu, Zhangliantang (now Liantang Town) and Huangdu, with a total of 27 party members. In August and September 1927, the Jiangsu Provincial Party Committee successively sent Wu Zhixi and Chen Yun to Qingpu to lead the peasant movement, implement the spirit of the "August Seven Conference", and organize the autumn harvest riot.

In September 1927, in order to strengthen the leadership of the peasant movement, the Jiangsu Provincial Party Committee divided the province into 13 districts, and the three counties of Songjiang, Jinshan and Qingpu were assigned to Songjiang District under unified leadership. Chen Yun and Wu Zhixi held a meeting of the backbone cadres of the Xixiang agricultural movement at the home of Xiaozheng Lu Quansheng in Xixiang, conveyed the spirit of the "August Seven Conference," resumed the establishment of agricultural associations, launched the struggle against rent and tax, and at the same time recruited party members, resumed party work, and established the first party branch in rural areas of Xixiang, Qingpu. In the same month, Chen Yun participated in the enlarged meeting of the special branch held by the Huangdu Special Branch of the CPC at Xia Caixi's home, conveyed the spirit of the "87 Conference", deployed the autumn harvest struggle in the Huangdu and Guanyintang areas, and established a leading group for the autumn harvest struggle in Dongxiang with Jiang Youfang as the leader and Gu Fusheng and Gu Dazhen as members. At the meeting, Gu Fusheng was promoted as a party member.

In November 1927, the Qingpu County Committee of the CPC was established, with Chen Yun as the secretary of the Qingpu County CPC Committee and Wu Zhixi as the standing committee. The county party committee has three district committees under its jurisdiction: Guanyintang (Huangdu), Xiaozheng and Fengjing.

Under the leadership of the Qingpu County CPC Committee, the peasant movement in the county has developed greatly. Peasant committees and peasant revolutionary armies were established in the Xiaozheng and Fengjing areas of Xixiang. The organization of the Dongxiang Farmers' Association was also expanded, and armed pickets of peasants were established, and they also led the Dongxiang peasants to resist the landlords to force rent, and destroyed the Kuomintang township political situation in Guanyintang. In December 1927, Chen Yun was in charge of the party work and peasant movement in Songjiang District (which governed the three counties of Songjin and Qingqing), and Xia Caixi took over as the secretary of the Qingpu County CPC Committee, which at that time had 30 party members. Later, the CPC Qingpu County Party Committee was renamed the CPC Songqing County CPC Committee. In February 1928, the Jinshan (Punan) Party Organization and the Songqing County Party Committee connected and established the Punan District Committee of the CPC, which was renamed the Songjinqing County CPC Committee, with jurisdiction over four district committees of Guanyintang, Xiaozheng, Fengjing, Punan (Jinshan) and the Songjiang Special Branch. In May 1928, Xia Caixi was transferred and put in charge of Yuan Shizhao.
