Your unit's "Request for Approval of Longwen District Old Community Renovation and Urban Renewal (Phase I)—The First Batch of Preliminary Design and Budget Estimates" (Zhanglongfang [2023] No. 55) and relevant annexes have been received. The Investment Project Evaluation Center of Zhangzhou Municipal Government formed the "Longwen District Old Community Renovation and Urban Renewal (Phase I)-The First Batch of Investment Budget Review Report" (Zhangtou Estimate [2023] No. 106) on the investment estimate. After study, it was agreed in principle to review the revised preliminary design plan and project budget of the project (project code: 2304-350603-04-01-352710) according to the expert review, and the specific approval was as follows:
1. Project Name: Renovation and Urban Renewal of Old Residential Areas in Longwen District (Phase I) – The First Batch.
2. Project construction site: Longwen District (within the red line of the planning department).
3. Project unit: Zhangzhou Longwen Real Estate Development Co., Ltd.
IV. Project Construction Scale and Main Content:
The project is a sub-project of the renovation of old residential areas and urban renewal (phase I) in Longwen District, and the first batch of 13 communities (communities) will be renovated in advance, mainly including: Fulong City, Hongpu Haoyuan, Yida Sunshine, Dongyu Community, Lianfeng Haoyuan, Jinxiu Yifang, Greater Taipei, Tianli Renhe, Rongchang Garden, Yunjingli, Sunshine Meidi, Zhangshan Community and Liushi Community. The renovation includes the transformation of water supply pipe network, rain sewer pipe network, fire fighting facilities, strong and weak electric pipe network, monitoring system, lighting facilities, building façade, fence, gate, parking lot, surrounding roads, road parking spaces, etc., improve the construction (improvement) of community home care institutions, convenience service institutions, medical and health institutions, community canteens, logistics distribution (including express stations), cultural facilities, childcare institutions, convenience supermarkets, sports venues, kindergartens, day care centers for the elderly, garbage recycling stations, charging stations, Public service facilities such as housekeeping properties. The main engineering contents include construction engineering, structural engineering, water supply and drainage engineering, electrical engineering, intelligent engineering, etc.
5. Project budget estimates
The total estimated investment of the project is 240.0629 million yuan, of which the project cost is 216.6287 million yuan, the other cost of project construction is 12.0026 million yuan, and the preparatory cost is 11.4316 million yuan.
This investment estimate shall be used as the basis for the approval of the control price of project construction bidding.
VI. Requirements
1. Request the project unit to further improve the design plan according to the requirements of the review opinions; In accordance with the requirements of capital construction procedures and project legal person responsibility system, bidding and bidding system, project supervision system, contract management system, etc., strengthen management, implement environmental protection measures and safe production measures, ensure project quality and safety, and complete construction tasks on schedule.
2. According to the Notice of the Office of Zhangzhou Municipal People's Government on Printing and Distributing the Implementation Opinions on the Construction and Management of Sponge City in Zhangzhou City (Zhangzhengban [2021] No. 23), strengthen the sponge city design in the next step of design and construction to ensure that the sponge engineering measures and practices are implemented in the construction.
