Introduction

On July 4, the National Development and Reform Commission and other departments issued a notice on the "Energy Efficiency Benchmarking Level and Benchmark Level in Key Industrial Areas (2023 Edition)".

It will further expand the scope of energy conservation and carbon reduction transformation and upgrading in key industrial areas, and increase ethylene glycol and urea on the basis of the previously specified benchmark levels and benchmark levels of energy efficiency in 25 key areas, including oil refining, coal-to-coke, coal-to-methanol, coal-to-olefins, coal-to-ethylene glycol, caustic soda, soda ash, calcium carbide, ethylene, paraxylene, yellow phosphorus, synthetic ammonia, monoammonium phosphate, diammonium phosphate, cement clinker, flat glass, architectural ceramics, sanitary ceramics, ironmaking, steelmaking, ferroalloy smelting, copper smelting, lead smelting, zinc smelting, electrolytic aluminum, etc, titanium dioxide, polyvinyl chloride, purified terephthalic acid, radial tires, industrial silicon, toilet paper base paper, tissue base paper, cotton, chemical fiber and blended woven fabrics, knitted fabrics, yarns, viscose staple fiber and other 11 fields.

In principle, the 25 fields previously identified should be completed or eliminated by the end of 2025; For the 11 areas added this time, in principle, technological transformation or elimination should be completed by the end of 2026.

The National Development and Reform Commission and other departments issued the Notice on the Benchmarking Level and Benchmark Level of Energy Efficiency in Key Industrial Areas (2023 Edition).

All provinces, autonomous regions, municipalities directly under the Central Government and cities separately listed in the plan, the Development and Reform Commission of the Xinjiang Production and Construction Corps, the competent departments of industry and information technology, the Department of Ecology and Environment (bureau), the Market Supervision Bureau (department and committee), and the Energy Bureau:

In order to implement the spirit of the 20th National Congress of the Communist Party of China on coordinating industrial restructuring, promoting the green development of manufacturing, and promoting clean and low-carbon transformation in industrial fields, and implementing the requirements of the Central Economic Work Conference on promoting the transformation and upgrading of traditional industries, in accordance with the Several Opinions on Strict Energy Efficiency Constraints to Promote Energy Conservation and Carbon Reduction in Key Areas (Development and Reform Industry [2021] No. 1464), relevant parties in business hereby issue the "Energy Efficiency Benchmarking Level and Benchmark Level in Key Industrial Areas (2023 Edition)", and notify the following related matters.

1. Expand the scope of key areas

Combined with product energy consumption, scale volume, technical status and transformation potential in key industrial fields, further expand the field of energy efficiency constraints. On the basis of the previous clarification of 25 key areas such as oil refining, coal-to-coke, coal-to-methanol, coal-to-olefins, coal-to-ethylene glycol, caustic soda, soda ash, calcium carbide, ethylene, paraxylene, yellow phosphorus, synthetic ammonia, monoammonium phosphate, diammonium phosphate, cement clinker, flat glass, architectural ceramics, sanitary ceramics, ironmaking, steelmaking, ferroalloy smelting, copper smelting, lead smelting, zinc smelting, electrolytic aluminum, etc., ethylene glycol, urea, titanium dioxide, polyvinyl chloride, purified terephthalic acid, radial tires were added. Industrial silicon, toilet paper base paper, tissue base paper, cotton, chemical fiber and blended woven fabrics, knitted fabrics, yarns, viscose staple fiber and other 11 fields, further expand the scope of energy conservation and carbon reduction transformation and upgrading in key industrial areas.

Second, strengthen the leadership of energy efficiency

Benchmark the advanced energy efficiency level of domestic and foreign production enterprises, and determine the benchmark level of energy efficiency in key industrial areas. According to the actual situation of the industry, development expectations, the overall energy efficiency level of production equipment, etc., comprehensively consider factors such as achieving the carbon peak goal on schedule, maintaining stable production and supply, and facilitating the operation and implementation of enterprises, and scientifically delineate the energy efficiency benchmark level of each industry in combination with the formulation and revision of energy consumption limit standards for each industry. The benchmark level and benchmark level of energy efficiency in key areas shall be dynamically adjusted according to the development of the industry and the revision of the standard. Strengthen the leading role of energy efficiency benchmarking and benchmark constraint, encourage and guide industry enterprises to base themselves on long-term development, and implement energy-saving and carbon-reduction transformation and upgrading with high standards.

3. Promote categorical transformation and upgrading

According to the benchmark level and benchmark level of energy efficiency, the transformation and upgrading are carried out by classification. For proposed and ongoing projects, they should be implemented according to the benchmark level of energy efficiency, and the level of energy efficiency should be improved as much as possible, and strive to fully reach the benchmark level. For existing projects with energy efficiency between the benchmark level and the benchmark level, encourage the strengthening of the application of green and low-carbon process technology and equipment, guide enterprises to make changes and improvements, and drive the whole industry to increase energy conservation and carbon reduction transformation and improve the overall energy efficiency level. For existing projects with energy efficiency below the benchmark level, all localities should clarify the time limit for transformation, upgrading and elimination, formulate annual transformation and elimination plans, guide enterprises to carry out energy-saving and carbon-reduction technology transformation or elimination and withdrawal in an orderly manner, upgrade energy efficiency transformation above the benchmark level within the specified time limit, and eliminate projects that cannot be completed on schedule.

For the previously specified 25 fields, such as oil refining, coal-to-coke, coal-to-methanol, coal-to-olefins, coal-to-ethylene glycol, caustic soda, soda ash, calcium carbide, ethylene, paraxylene, yellow phosphorus, synthetic ammonia, monoammonium phosphate, diammonium phosphate, cement clinker, flat glass, architectural ceramics, sanitary ceramics, ironmaking, steelmaking, ferroalloy smelting, copper smelting, lead smelting, zinc smelting, electrolytic aluminum, etc., in principle, technological transformation or elimination should be completed before the end of 2025; For the addition of ethylene glycol, urea, titanium dioxide, polyvinyl chloride, purified terephthalic acid, radial tires, industrial silicon, toilet paper base paper, tissue base paper, cotton, chemical fiber and blended woven fabrics, knitted fabrics, yarns, viscose staple fiber and other 11 fields, in principle, the technical transformation or elimination should be completed before the end of 2026.

Fourth, do a good job in the overall planning and connection of work

All localities should timely summarize the relevant work experience in the early stage in key areas of energy efficiency mapping, the formulation of implementation plans for technological transformation, and the promotion of key energy conservation and carbon reduction projects, combine the expansion of the scope of energy efficiency levels in key areas, and timely include new areas in energy conservation and carbon reduction work in key areas in their regions according to local industrial development conditions, so as to achieve overall consideration, steady and steady development, orderly connection, and stubble pressing. It is necessary to continuously optimize and improve the implementation plan for energy conservation and carbon reduction technology transformation in the region, gradually establish a dynamic update and adjustment mechanism, ensure that policies are connected and orderly, and the plan is steadily implemented, forming a number of typical experiences that can be referenced, replicated and promoted, and promoting the transformation and upgrading of energy conservation and carbon reduction in various key areas in a solid and orderly manner.

5. Improve relevant supporting policies

Make full use of existing policy tools to increase the regulation and supervision of the implementation of the energy conservation and carbon reduction market through medium and long-term loans, green credits, green bonds, climate investment and financing, tiered electricity prices, industrial energy conservation supervision, environmental protection supervision and law enforcement. Promote financial institutions to provide high-quality financial services to energy-saving and carbon-reduction transformation and upgrading projects under the premise of controllable risks and sustainable business, implement preferential tax policies such as special energy-saving equipment, technological transformation, and comprehensive utilization of resources, accelerate the pace of enterprise transformation and upgrading, and improve the overall energy efficiency level of the industry.

All localities should deeply understand and attach great importance to the importance of strict energy efficiency constraints to promote energy conservation and carbon reduction in key areas, base themselves on local development conditions, adhere to systematic concepts, respect market rules, refine work requirements, strengthen the implementation of responsibilities, promote the transformation of energy conservation and carbon reduction technologies in a sound and orderly manner, effectively avoid "one-size-fits-all" management and "sports" carbon reduction, and ensure the stability of the industrial chain and supply chain and the smooth operation of the economy and society.

This notice shall be implemented from the date of issuance, and the Notice on Issuing the "Energy Efficiency Benchmark Level and Benchmark Level in Key Areas of High Energy Consuming Industries (2021 Edition)" (Development and Reform Industry [2021] No. 1609) shall be abolished at the same time.
