The violence in Baltimore comes as local federal prosecutors this week touted their efforts to reduce violent crime in the city. Wally said nine victims were taken by ambulance in Sunday's shooting and 20 victims were taken to area hospitals with gunshot injuries. Nine people remained in hospital on Sunday afternoon.

Police said Sunday that the deceased were identified as 18-year-old Alia Gonzalez and 20-year-old Kelis Fagbemi. Gonzalez died instantly, and Fagbemi died in hospital. Officials said the 28 injured ranged in age from 13 to 32, with more than half of them under the age of 18.

One woman who attended the party told the Baltimore Banner that "the crowd dispersed three or four times for fear of someone with a gun" and "the DJ would call everyone back and settle the crowd." Another person at the party said there were "several false alarms" earlier in the evening, with people mistaking the sound of fireworks for gunshots.

Baltimore's acting police chief, Richard Wally, said at a news conference Sunday that detectives "will be here for a long time" to examine what he described as "an extensive crime scene."
