Some media broke the news that many universities across the country recently issued announcements that the use of WeChat Pay began to be suspended from July 1. The announcement issued by Northwest University said, "Because Tencent's WeChat Pay will carry out refined management of campus scene users from July 1, other fees will be restricted and a 0.6% handling fee will be charged except for tuition fees." In order to safeguard the interests of teachers and students, from June 30, the provision of WeChat QR code payment service will be suspended for on-campus card users, and the campus card, Bank of Communications App, Cloud QuickPass, Alipay and other channels will be used normally. Zhoukou Normal University, Zhengzhou University of Light Industry, Zhengzhou Institute of Aeronautical Industry Management and other universities have also issued similar announcements, all because WeChat Pay has begun to charge service fees for the campus industry, with a rate as high as 0.6%.

WeChat Pay's response was: "For non-profit payment scenarios on campus (tuition and miscellaneous fees, life services, etc.), it will continue to maintain a preferential policy of zero rate, and it is planned to continue to provide services at preferential rates lower than the market average for a small number of profitable scenarios such as e-commerce and wine tourism." In other words, most of them still maintain zero rates (the consumption scenarios that everyone is most concerned about are canteens and supermarkets).

Ma Huateng said that WeChat transfer brings great cost pressure to WeChat, with an average of up to 300 million a month. Therefore, WeChat has to charge merchants or users a certain fee to cover these costs.

In the payment process, the money is transferred from the personal bank account to the merchant's account, first the bank and UnionPay charge a handling fee, and then the third-party payment company collects the handling fee, and finally the remaining money is given to the merchant, this process is called liquidation. From the liquidation process, it can be seen that the payment fee is actually paid by the merchant.
