Luo Cheng emphasized:

It is necessary to strengthen source control, strengthen the supervision of key items such as precursor chemicals and various psychotropic substances, and continue to strengthen the discipline and support of community drug rehabilitation (rehabilitation) personnel to help them get rid of drugs and return to society.
