Yan Ming, deputy director of the Yangzhou Municipal Transportation Bureau, introduced the prevention and control of the epidemic on waterways and port terminals. Yan Ming said that Yangzhou is a water transport hub, the Yangtze River and the canal two major golden waterways meet here, there are 13 provinces and cities of ships passing here all year round, the number of ships passing through, the source of crew is wide, there are many water control points, the epidemic prevention and control tasks are heavy, and the responsibility is heavy. The Yangzhou Municipal Transportation Bureau strictly controls and weaves a dense waterway epidemic prevention and control network. After the previous stage of strict control, there has not been a single case of COVID-19 import and export in Yangzhou waterways, and there are currently no ships stranded. In addition, the Yangzhou Municipal Transportation Department strengthened the control of the flood discharge area of Shaobo Lake 24 hours a day, improved the efficiency of ship traffic, and opened up a "green channel" for ships transporting civilian biological resources.
The first is to strictly control water transport. Adopt the "three prohibitions and three stops": all ships in Yangzhou, personnel on board are prohibited from going ashore, shore personnel are prohibited from boarding, and the movement of people is prohibited between ships; all ferries such as Zhenyang Automobile Ferry are suspended, all 6 280 cruise ships in the city are suspended, and all 61 port terminals in Yangzhou City, except for port enterprises involving yangzhou's local oil, coal and other materials, other port enterprises have stopped external transshipment operations, all ports have implemented closed management, and 887 staff are stationed on the spot for 24 hours. At the same time, it is forbidden for foreign vehicles to enter and leave the port terminal of Yangzhou City, and use local vehicles to transport goods to ensure closed transportation.
The second is to strictly control the entry and exit of ships. Seven ring yang inspection points have been set up in the inter-city boundary waters, strictly checking the ships crossing the gates, and achieving "full coverage" of ship screening in and out of the port through ship entry and exit reports, ship AIS, VITS systems, etc. Together with health and public security departments, joint investigation and control of ships and personnel on board in medium- and high-risk areas will be carried out, and where the health code is yellow or red, report to the local health department to take corresponding health management measures on the spot. Up to now, no health codes have been found to be yellow codes or red codes.
The third is to strictly control the production of port enterprises. For the opening of port terminals, in conjunction with health, border defense, customs and other departments, the boarding operation personnel of international navigation ships implement special class management, the port and foreign trade operators fixed posts, it is strictly forbidden for domestic and foreign trade staff to cross operations and mixed operations, and special class personnel also implement control and regular testing of nucleic acids. Non-open port terminals shall not provide loading and unloading services for ships on international voyages. The reception, transfer and disposal of ship pollutants such as domestic garbage and domestic sewage on international voyages shall be disposed of by the territorial government in accordance with medical waste.
The fourth is to strictly control the management of ship-to-shore interfaces. Strictly demarcate the "three areas" of polluted areas, semi-polluted areas and clean areas at the operation site, all ships docked in designated waters for loading and unloading operations at the port, and ships from medium- and high-risk areas docked separately, and strictly implemented the measures for the control of "non-essential boarding" and "non-essential disembarkation". For ships leaving Yangzhou City, verify the negative nucleic acid test certificate and health code within 48 hours, and all non-green codes shall not leave the port and dispose of them in accordance with regulations.
