On October 16th, the Shandong Social Science Forum - Seminar on Cultivating Shandong's Excellent Industrial Ecological Path was held in Yantai. Yang Zongjie pointed out in his speech that the Shandong Social Science Forum is a high-level academic exchange platform for social sciences in the province initiated and led by the Provincial Federation of Social Sciences. The province's social science circles actively participated and cooperated, actively built a large-scale forum driven, thematic forums and discipline forums complemented each other and supported each other, held more than 360 academic activities, and obtained more than 190 instructions from provincial leaders, playing an important role in the prosperity of academic research, service reform and development. This year, the Shandong Social Science Forum identified 3 provincial large-scale seminars and 14 key seminars with the general theme of "celebrating the 100th anniversary of the founding of the Communist Party of China and striving to open a new journey of modernizing and strengthening the province in the new era". This forum is one of the key seminars. As a large economic province and a large industrial province, how to correctly handle the relationship between ecology and economy, cultivate Shandong's excellent industrial ecology, and promote high-quality economic development is of great significance to accelerating the construction of a modern and strong province in the new era. Therefore, this forum is held at an opportune time, and the topic selection is important and of far-reaching significance.
Zhang Zhongying pointed out in his speech that the Shandong Macroeconomic Research Institute is a public welfare first-class deputy department-level institution affiliated to the Shandong Provincial Development and Reform Commission, and is the first batch of pilot units for the construction of key new think tanks in the province, the first batch of source think tanks in the China Think Tank Index (CTTI) and the initiating unit of the "China Macroeconomic Think Tank Alliance". In recent years, the Provincial Macro Institute has effectively shouldered the responsibility of key new think tanks, and has deeply participated in more than 100 major decisions, major plans and important policy documents drafting tasks in the province, such as the 14th Five-Year Plan, ecological protection and high-quality development planning of the yellow river basin. Entering the opening year of the "14th Five-Year Plan", as a researcher of Shandong's economic and social development and a participant in major policy formulation, the Provincial Macro Institute continues to follow the requirements of the Provincial Development and Reform Commission, closely focusing on the development goal of "building a new type of high-end think tank", strengthening the quality of the interior and shaping the image externally, fully exerting the important role of supplementing the government with wisdom, and striving to "observe the overall situation, seek the overall situation, and make great policies" in service decision-making, and make new breakthroughs in helping the high-quality economic and social development of our province.

As far as the development of the world economy is concerned, China is in the middle and late stages of the industrial revolution led by the western developed countries and the eve of the new industrial revolution, due to complex historical reasons, China was a follower of the industrial revolution in the past, and in the context of the current era, China, as an important part of the world economy, should actively respond to the new challenges and new opportunities of economic knowledge, informatization and globalization under the background of the new round of industrial revolution, occupy the commanding heights of world economic development, and become one of the leaders of a new round of scientific and technological revolution. Therefore, cultivating excellent industrial ecological paths, finding "new kinetic energy" for economic development, transforming and upgrading "old kinetic energy", and achieving green, healthy, stable and sustainable development of the economy have become the inherent requirements of the construction of a modern economic system in the new era.
Gou Chengfu, member of the party group and deputy director of the provincial government research office and professor outside Shandong University of Finance and Economics, made a keynote report entitled "Deepening Reform and Cultivating Excellent Industrial Ecological Environment". He pointed out in the report that to cultivate an excellent industrial ecological environment, we must take Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, enhance the "four consciousnesses", strengthen the "four self-confidences", achieve "two safeguards", have the heart of the "great power of the country", have the courage to take responsibility, and make greater efforts in deepening reform with a realistic and pragmatic style, identify problems, grasp problems, and solve problems. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era is the fundamental observance of deepening reform and cultivating excellent industrial ecological environment, strengthening party building and promoting comprehensive and strict management of the party is the basic guarantee for deepening reform and cultivating excellent industrial ecological environment, socialism with Chinese characteristics entering a new stage of development is an important feature of deepening reform and cultivating excellent industrial ecological environment, focusing on "seven walking in the forefront" and "nine strong provinces breakthroughs" is the goal requirement of Deepening reform and cultivating excellent industrial ecological environment in Shandong Province.
Yu Li, former vice president and professor of Tianjin University of Finance and Economics, focused on the relationship between industry supervision and market supervision in the theme report entitled "The Difficulty of Coordinating Supervision in the Industry Is Not Equal to the Market", and proposed that the two are two different government functions. After the emergence of the new economy, the former is easy to cross the line, and the latter is easy to be disorderly. Since "industry ≠ market", in reality, there is often a phenomenon of "multi-industry with the market" or "multi-market with the same industry", and how to coordinate industry supervision and market supervision is crucial.
Both theory and practice have proven that existing experience can eliminate certain theoretical and policy misunderstandings. Only by clarifying concepts, updating ideas, upgrading concepts, and jumping out of misunderstandings can we better carry out government supervision, achieve fairness and innovation, and promote healthy economic and social development.
Tang Jianping, secretary of the party committee, president and researcher of the Provincial Urban and Rural Planning and Design Research Institute, made a theme report entitled "Optimizing the Pattern of Land Spatial Development and Building a Good Industrial Development Environment", interpreted the reform of the land spatial planning system, elaborated on the key contents of the land spatial planning on industrial development, put forward suggestions for building a good industrial development environment in Shandong Province, and said that it is necessary to build an overall pattern of new and old kinetic energy conversion, accelerate the cultivation of high-level innovation space, coordinate and optimize the layout of industrial parks, and strengthen the control of industrial land. Rationally lay out new growth space and optimize the project generation mechanism.
Professor Huang Sujian, former deputy director of the Institute of Industrial Economics of the Chinese Academy of Social Sciences, made a keynote report entitled "The Generality and Particularity of the High-quality Development of State-Owned Enterprises", which centered on the following contents: Benchmarking world-class enterprises, what are the general characteristics of high-quality development of enterprises, what are the particularities of high-quality development of state-owned enterprises, and how to promote the high-quality development of state-owned enterprises through the comprehensive reform of state-owned enterprises. He said that to achieve high-quality development, individual state-owned enterprises need to carry out power conversion, strategic transformation, efficiency change, capacity reengineering, management innovation and image reshaping as the core way, with the formation of three necessary conditions, the provision of three types of institutional supply and the construction of a three-dimensional social ecology as the supporting environment.
Tian Xurun, member of the party group and deputy director of the Yantai Municipal Development and Reform Commission and executive deputy director of the Construction Office of the New and Old Kinetic Energy Conversion Comprehensive Pilot Zone, made a keynote report entitled "Yantai Cultivates Industrial Ecology and Promotes the Practice of Economic Transformation". In order to optimize the industrial development ecology and consolidate the guarantee of industrial development, we adhere to the systematic thinking concept and innovative ideas and methods, accelerate institutional innovation and process reengineering, resolutely break down the institutional and institutional obstacles that restrict high-quality development, optimize the supply of systems, talents and infrastructure, and create a first-class business environment for cultivating excellent and strong industries. Establish a "chain length system" in the industrial chain, deepen the reform of "decentralization and management services", continue to strengthen institutional innovation, and improve the development environment.
