On June 6, 2022, the Office of the Leading Group for the Protection of Minors under the State Council issued the Measures for the Governance of Juvenile Tattoos, proposing a series of work measures to strengthen the governance of juvenile tattoos. It stipulates that no enterprise, organization or individual may provide tattoo services to minors, and must not coerce, lure or instigate minors to tattoo themselves. Professional tattoo establishments, as well as medical and health establishments (including medical beauty institutions), beauty salon establishments, and social organizations that provide tattoo services, shall indicate in a conspicuous position that they do not provide tattoo services to minors, and where it is difficult to determine whether they are minors, they shall be required to show their identity documents. Where tattoo service providers provide tattoo services to minors in violation of provisions, the relevant departments are to handle it in accordance with relevant provisions.
