On June 3, local time, the 20th Shangri-La Dialogue was held in Singapore, and defense and military officials from all over the world gathered at this meeting.

According to Reuters, Indonesian Defense Minister Prabowo Subianto spoke about the Russian-Ukrainian conflict in his speech on the same day, and proposed a peace plan, calling on both sides of the conflict to cease hostilities. The peace plan has four points: an immediate ceasefire, withdrawal and the establishment of a new "demilitarized zone", the deployment of a United Nations peacekeeping force to the region, and the United Nations organizing a referendum in the "disputed area".

Specifically, Subianto first proposed that the two sides of the Russian-Ukrainian conflict should reach a ceasefire at their current front-line positions, and then the two sides would establish a "demilitarized zone" by retreating 15 kilometers from their respective front-line positions.

For this "demilitarized zone", Subianto proposed that United Nations peacekeeping forces be deployed there to observe and supervise the work. At the same time, he added, the United Nations should also organize a referendum to "objectively confirm the will of the majority of residents in each 'disputed area'".

"I suggest finding a pattern at the Shangri-La Dialogue... Ukraine and Russia are urged to start peace talks immediately. Subianto said.

Reuters pointed out that after the outbreak of the Russian-Ukrainian conflict last year, Indonesia happened to be the rotating chair of the G20 at that time. In June last year, Indonesian President Joko Widodo visited Ukraine and Russia, urging the two sides to peacefully resolve the conflict between the two countries, expressing his willingness to play the role of peace mediator between the leaders of the two countries, and he was also the first Asian leader to visit Russia and Ukraine after the outbreak of the Russian-Ukrainian conflict.

While Indonesia was proposing a peace plan, Josep Borrel, the EU's High Representative for Foreign Affairs and Security Policy, said at the same panel at the Shangri-La Dialogue that day that if the West stopped providing military support to Ukraine, the conflict would end quickly, "but Ukraine's sovereignty will be eroded externally."

"We cannot stop military support for Ukraine, because we do not want a capitulative peace, but a peace for the strong." Borrell said.

On June 2, local time, US Secretary of State Antony Blinken visited Finland and made a public speech on the Ukrainian crisis in Helsinki, the capital of the country.

According to Reuters, Blinken said in his speech on the same day that the United States is working with Ukraine and other allied countries to reach a consensus on the core elements of a "just and lasting peace" to end the Russian-Ukrainian conflict. He said the United States would also encourage other countries, such as China and Brazil, to come up with initiatives to end the conflict, as long as the UN Charter and Ukraine's sovereignty, territorial integrity and independence are preserved.

Reuters said that despite mentioning a "peaceful end to the Russian-Ukrainian conflict" during his visit to Finland, Blinken claimed that the United States will continue to support Ukraine militarily because the "prerequisite for meaningful diplomacy" is Ukraine's ability to deter and resist any future "aggression."

Blinken called Russian President Vladimir Putin's "special military operation" in Ukraine a "strategic failure" and that the United States will assist Kiev in building a "future Ukrainian army" that involves "a modern air force, integrated air and missile defense systems, advanced tanks and armored vehicles, the country's ability to produce ammunition, and training and support to maintain the combat readiness of troops and equipment."

At the same time, on June 2, the Chinese Ministry of Foreign Affairs held a briefing at the No. 7 Salon of Linjia at the Beijing International Club on "mediating the Russian-Ukrainian conflict", and Li Hui, special representative of the Chinese government for Eurasian affairs, introduced a 12-day visit to Europe.

Li Hui said: "The Ukrainian crisis can only be resolved through dialogue and negotiation. During this visit, I sensed that all parties supported a political solution to the Ukrainian crisis. It may be that there are still many difficulties for the parties to sit down and negotiate, but the parties are not completely without consensus. The Russian side has never opposed peace talks and has always supported the settlement of the problem through political means; The Ukrainian side also expressed its cherishing and longing for peace, and the two sides did not close the door to peace talks. ”

Li Hui pointed out that if you really want the war to stop, save lives and achieve peace, you should stop sending weapons to the battlefield, otherwise it will only continue to increase the risk of spiraling tensions. China has always maintained that no matter how great the difficulties and differences are, it is necessary to adhere to the general direction of peace negotiations until a ceasefire and peace are negotiated.

Li Hui stressed that China is not a party to the Ukraine issue and will not do anything to add fuel to the fire. The Ukrainian issue is also not a question between China and Ukraine, China and Russia or between China and Europe. China is willing to continue to strengthen communication and dialogue with all parties and play a constructive role in persuading peace and promoting talks.
