The problem of insufficient charging facilities is still a major bottleneck affecting the use of new energy vehicles, which is more prominent in rural areas and has become a "blocking point" and "pain point" restricting the purchase and use of new energy vehicles in rural areas. Encourage new energy vehicle enterprises to optimize configuration through differentiated strategies according to the characteristics of consumers in rural areas, and develop more economical and practical models, especially new energy cargo microsurfaces, microtrucks, light trucks and other products. Improve the evaluation system for new energy second-hand vehicles, strengthen the inspection and renovation of new energy second-hand vehicles, and encourage enterprises to provide high-quality new energy second-hand vehicles to the rural market.

At the same time, localities with the capacity are encouraged to provide support such as consumption vouchers to rural residents with household registration to purchase new energy vehicles in the county where their household registration is located.
