On May 16, the Wenshan City Public Security Bureau in Yunnan Province received a tip from the Wenshan Prefecture Anti-fraud Center and found that someone in a village in a township in Wenshan City had set up "GOIP" suspected of providing assistance for telecommunications network fraud.
On March 1, 2023, Sun met a stranger on Kuaishou short video and invited him to "make money together" in a private message. The other party asked Sun to download a mobile phone software called "Paper Planes", and after registration, he sent a tutorial for setting up "GOIP", which can help the other party make fraudulent calls after the setup is completed.
During this period, several people also realized that they were helping fraudsters to engage in telecommunications network fraud, but because the money was quick and easy to operate, several people still had a fluke mentality.
According to the police investigation, the six suspects were paid 150-400 yuan for every hour they helped the fraudsters make phone calls, and set up "GOIP" devices in different people's homes to help the fraudsters make fraudulent calls between March 1 and May 16, during which they made a total profit of more than 10,000 yuan.
At present, the Wenshan public security organs have dealt with the six criminal suspects according to law.
According to the police, criminals now transfer servers from domestic to overseas, change communication tools from popular software to overseas secret chat software or domestic niche chat software, and change the crime equipment from traditional "pseudo base stations" to use "modem pool", GOIP, Dokabao, VoIP, etc. This kind of telecommunications network fraud crime carried out by using new space and new equipment is extremely technical, which increases the difficulty of investigating and handling cases.
The police remind that minors are not deeply involved in the world, and criminals use rhetoric to coax minors to provide personal information and other content on the secret chat software, making them "accomplices" of illegal and criminal acts, and even committing the crime of "aiding trust".
