According to available documents, Hailongtun was founded in 1257 by the Southern Song court and the Tusi Yang clan of Banzhou (known as Banzhou in ancient Zunyi), and was later destroyed in a war against the Ming court.

During the Tang Dynasty, the "Banzhou" area centered on present-day Zunyi was occupied by the Yi people of the "Southern Zhao State", and in 876, the imperial court sent Yang Duan to quell the chaos. After the incident, Yang Duan was ordered to "hereditary" Banzhou and established the Yang Tusi regime that lasted for more than 700 years and lasted for a total of 29 generations.
